Key Responsibilities
The GO Expansion program represents the most extensive transit infrastructure initiative in Canadian history. This program will revolutionize rail services in the Greater Toronto and Hamilton Area (GTHA), offering two-way, all-day GO train service and enhancing the passenger experience with quieter and faster electric trains. The program encompasses early works, off-corridor stations, infrastructure enhancements, and an on-corridor initiative to deliver new tracks, platforms, facilities, grade separations, and electrification.
The MCS team has been designated as the Program Delivery Partner (PDP) for Metrolinx to facilitate the execution of the GO Expansion program and enhance Metrolinx's capacity to manage large-scale projects in the future.
The Senior Project Construction Leader will collaborate closely with Metrolinx Project Delivery Teams (PDTs), Principal Contractors, Project Managers, and Corridor Leads on the GO Expansion Program.
This role requires leveraging extensive experience to foster a culture of exemplary construction management throughout the GO Expansion. This includes a strong emphasis on health, safety, and welfare (HSW), meticulous work planning, quality assurance, and site oversight.
Key tasks will include:
- Serving as a safety advocate across the program of delivery works.
- Identifying and addressing construction resource, interface, and other constraints.
- Proposing modifications to project delivery strategies and identifying opportunities for improvement in business and operational processes.
- Conducting site visits to assess design information and reviewing drawings and specifications.
- Evaluating and approving Construction Methodology Work Plans, risk assessments, and excavation permits before work commences.
- Identifying opportunities to enhance the PDT's delivery experience through coaching and mentoring on-site teams.
- Contributing to the development of proactive health and safety strategies for Constructors and PDTs.
- Issuing daily shift reports promptly, documenting site progress and all safety, quality, environmental, staffing, access, and program-related issues.
- Engaging with clients and stakeholders to ensure objectives are met.
- Building and maintaining networks with peer project teams and other disciplines.
- Working rotating shifts, including days, nights, and weekends.
Technical Management Expertise:

Technical Competencies Required:
- Proven experience as a construction manager in the rail sector, including stations, tracks, bridges, overhead catenary systems, signaling, and communications.
- Strong understanding of construction methodologies, innovative delivery methods, technology, planning, execution, and site logistics.
- Commercial acumen and a foundational understanding of construction contract law, including various contract types.
- Excellent oral and written communication skills, along with strong presentation abilities.
- Staying informed about key industry trends through networking and Continued Professional Development (CPD), and updating colleagues and clients on these trends.
- Proficiency in office technology, software, and applications.
- Well-developed decision-making skills.
- Taking ownership to identify, address, and overcome challenges while keeping stakeholders informed of developments.
- Expected to deliver results that consistently exceed client expectations.
