Position Overview

The Vice President of Legislative Affairs plays a pivotal role within Invenergy's Public Affairs Department, a vibrant team that collaborates across all company divisions to address ongoing and emerging policy matters with key stakeholders. This position will report directly to the Senior Vice President of Federal Affairs, concentrating on federal legislative issues.

The Vice President of Legislative Affairs will spearhead all federal advocacy initiatives for Invenergy, promoting bipartisan policy development across a wide array of clean energy topics. These topics encompass energy project execution, regulatory approvals, the onshoring of American energy expertise and technology, tax policy, labor issues, and the implementation of infrastructure legislation. This role will serve as a principal advisor in identifying and prioritizing impactful issues, crafting and executing comprehensive advocacy strategies, advising on political finance strategies that align with the company's bipartisan policy objectives, and engaging with elected officials and appointed representatives on Capitol Hill. Additionally, the Vice President will oversee external consultants and work closely with internal business units and external stakeholders on matters related to our diverse business interests, including energy security through domestic production, efficient resource utilization, and the development of a robust American workforce.

Key Responsibilities:

  • Lead the execution of Invenergy's corporate federal legislative strategy, ensuring alignment with corporate objectives and collaboration with relevant internal and external stakeholders.
  • Establish and prioritize Invenergy's federal policy objectives in partnership with Public Affairs colleagues.
  • Translate complex federal policies into accessible materials for distribution to key stakeholders.
  • Identify legislative and regulatory opportunities for engagement and advance Invenergy's policy priorities by interacting with Congressional leaders and their staff.
  • Maintain and communicate Invenergy's policy positions in collaboration with the Federal Affairs team and the broader Public Affairs team.
  • Coordinate high-level meetings for Invenergy executives with influential government officials.
  • Develop and implement advocacy campaigns in collaboration with peer companies and relevant organizations.
  • Manage relationships and activities with external consultants.
  • Provide timely updates on advocacy efforts and evolving policy issues.
  • Collaborate with various internal teams on business-critical matters.
  • Build strategic relationships with industry peers, customers, and trade associations.
  • Participate in planning and operations for InvenergyPAC, including attending fundraising events and establishing connections with key campaign finance officials.
  • Ensure compliance with internal political engagement policies and federal regulations.

Minimum Qualifications:

  • Bachelor's degree in political science, law, public administration, energy policy, or a related field; an advanced degree or relevant certification is highly desirable.
  • A minimum of 10 years of relevant experience in lobbying, legislative direction, or similar roles at the federal level.
  • In-depth knowledge of energy, environmental, tax, and labor laws applicable to electric utilities and energy developers.
  • Extensive experience in lobbying federal officials on complex legislation and policies.
  • Established relationships with senior government officials, including Members of Congress and their staff.
  • Demonstrated progression of managerial responsibilities in previous roles.

  • Strong experience in coalition-building and teamwork.

  • Self-motivated with a results-oriented mindset and a strong work ethic.
  • Experience in team management with budgeting responsibilities.
  • A robust network of professionals in government relations within the energy sector.
  • Expertise in energy tax policy, particularly regarding PTCs and ITCs.
  • Experience in trade policy advocacy.
  • Relevant advocacy experience with the Department of the Interior and the Department of Energy.
  • Master's degree in business, public policy, political science, energy policy, taxation, or law is strongly preferred.
  • Exceptional verbal and written communication skills.
