Overview

VTG is in search of a Senior Legislative Affairs Program Analyst to provide expert support to our Navy client. This role is designed to be hybrid, requiring presence on-site for a few days each week. The primary responsibility involves delivering dedicated and timely professional assistance to the Naval Sea Systems Command (NAVSEA) Director, Office of Corporate Communication Team by spearheading Legislative Affairs initiatives. This includes monitoring and summarizing Congressional activities such as hearings, markups, reports, and other legislative undertakings.

The selected candidate will be tasked with producing high-level communication materials, including speeches, talking points, briefs, requests for information (RFIs), articles, and strategic communication plans for the Director and NAVSEA Leadership. A strong ability to solve problems and present metrics aimed at achieving desired outcomes is essential.

Key Responsibilities:

  • Actively respond to both immediate and long-term requests from NAVSEA Leadership, collaborating with stakeholders to deliver quality communication products such as speeches, metrics, standard operating procedures (SOPs), point papers, articles, communication strategies, and analyses in a timely manner.
  • Assist in developing NAVSEA communication strategies and initiatives, evaluating data and metrics to provide recommendations on data management for efficient retrieval and use.
  • Lead or contribute to strategic initiatives aimed at defining and evaluating NAVSEA processes, data, metrics, and resources that enhance planning, execution, and oversight. This includes creating and implementing strategic initiatives focused on improving business practices and data utilization, defining work packages, planning, messaging, and program execution processes.
  • The candidate must exhibit strong analytical and strategic thinking capabilities to support strategic planning and knowledge management efforts.
  • Provide analytical support encompassing Flag level strategy planning, communication strategies, brief development, knowledge management, and process enhancement.

Qualifications:

Required Skills:

  • A Bachelor's Degree accompanied by a minimum of 10 years of experience in support of the Department of Defense (DOD) in roles related to Legislative, Congressional, Public Affairs, Communication, or Action Officer functions.
  • Exceptional oral and written communication skills, with a proven track record of effective communication with senior military and civilian leadership, including Flag and Senior Executive Service (SES) levels.
  • Familiarity with contemporary Navy communication styles and proficiency in writing for the DOD.
  • Proficient in Microsoft Suite, particularly PowerPoint, Word, Access, and Excel.
  • A proactive approach to customer service, complemented by management experience.
  • An active DoD Secret Clearance is required and must be maintained.

Preferred Skills:

  • Experience in NAVSEA/NAVY Legislative, Congressional, Public Affairs, and speech writing is highly desirable.
  • Some travel may be necessary (up to 10%).
  • Knowledge of SharePoint for knowledge management is a plus.

*This position is contingent upon contract award.

Compensation: VTG's estimated starting salary range is $80,000-$125,000 annually, serving as a general guideline for the geographic area. When extending an offer, VTG also considers work experience, education, skill level, market factors, and may include contractual requirements that could result in an offer outside of this range.
