Position Overview

The Director of Health & Human Services and Chief Executive Officer of Public Health is responsible for leading a comprehensive department dedicated to providing vital human services to the community. This position encompasses the management of all departmental functions, from the execution of daily programs to long-term strategic planning and evaluation. The role includes oversight of key sectors such as Child Care, Early Years and Recreation, Employment and Social Services, Public Health, Senior Services, and Housing Services.

Core Responsibilities

  • Embody and promote the fundamental values of the Municipality while managing essential areas including Child Care, Early Years and Recreation, Employment & Social Services, Public Health, Senior Services, and Housing Services.
  • Engage in the negotiation and execution of collective agreements to maintain positive relations with employees.
  • Facilitate the integrated delivery of social, health, and senior services within the community, fostering collaboration and cohesive service delivery.
  • Oversee the department's multi-million-dollar annual budget, ensuring financial accountability and effective resource management.
  • Serve as the Chief Executive Officer for the Board of Health, collaborating with the Medical Officer of Health to fulfill the Board's objectives.
  • Act as the Consolidated Municipal Service Manager (CMSM), supervising a range of provincially mandated services while adhering to municipal and provincial standards.
  • Assume the role of 'Acting Chief Administrative Officer' when necessary, demonstrating flexibility and commitment to organizational excellence.

Qualifications and Experience

  • A post-graduate degree in a relevant discipline, such as business administration, public administration, health, or social sciences.
  • A minimum of 10 years of pertinent experience in the field.
  • Additional training in areas such as children's services, public health, senior services, and social housing will be considered a significant advantage.

Essential Skills and Competencies

The ideal candidate should possess:

  • Extensive senior management experience in business administration, ideally within municipal environments.
  • Expertise in managing sectors such as childcare, early years, recreation services, social services, public health initiatives, senior services, and social housing.
  • Strong negotiation skills, particularly in relation to service and labor agreements.
  • A proven history of effectively managing multi-million-dollar operating budgets.
  • Experience in administering service level contracts and their associated budgets.
  • A background of collaborative engagement with various levels of government and ministry organizations.

The candidate should be affiliated with:

  • OMSSA (Ontario Municipal Social Services Association)
  • AlPHa (Association of Local Public Health Agencies)
  • OANHSS (Ontario Association of Non-Profit Homes and Services for Seniors)
