Job Title: General Manager of Health and Human Services

The Municipality of Chatham-Kent is seeking a highly skilled and experienced individual to fill the role of General Manager of Health and Human Services. This position is responsible for overseeing the delivery of vital human services to municipal residents, including Child Care, Early Years and Recreation, Employment and Social Services, Public Health, Senior Services, and Housing Services.

Key Responsibilities:
  • Uphold and exemplify Chatham-Kent's core values in overseeing key areas such as Child Care, Early Years and Recreation, Employment & Social Services, Public Health, Senior Services, and Housing Services.
  • Engage in the negotiation and implementation of collective agreements, ensuring fair and just relations with our workforce.
  • Promote integrated delivery of social, health, and senior services within the community, fostering collaboration and unified service delivery.
  • Manage a multi-million-dollar annual operating budget for the department, ensuring fiscal responsibility and resource optimization.
  • Act as Chief Executive Officer for the Board of Health, ensuring that the Board's mandate is effectively met.
  • Serve as the Consolidated Municipal Service Manager (CMSM), overseeing a range of provincially mandated services, upholding both municipal and provincial standards.
  • Assume 'Acting CAO' duties when necessary, demonstrating adaptability and commitment to organizational excellence.
Education and Experience Requirements:
  • A post-graduate degree in a relevant field, such as business administration, public administration, health, or social sciences.
  • A minimum of 10 years of pertinent experience in these domains.
  • Supplementary training in children's services, public health, senior services, and social housing will be considered a significant advantage.
Required Skills and Competencies:

The ideal candidate should demonstrate:

  • Senior management experience in business administration, with a preference for those familiar with municipal environments.
  • Expertise in overseeing domains such as childcare, early years, recreation services, social services, public health programs, senior services, and social housing.
  • Proficiency in negotiation, particularly concerning service and labour contracts.
  • A proven track record in managing multi-million-dollar operating budgets effectively.
  • Proficiency in administering service level contracts and their respective budgets.
  • A history of collaborative work with different government levels and ministry groups.

The candidate should hold memberships in:

  • OMSSA (Ontario Municipal Social Services Association)
  • AlPHa (Association of Local Public Health Agencies)
  • OANHSS (Ontario Association of Non-Profit Homes and Services for Seniors)
