What will you do?

As a member of the Human Resources, Organizational Development, and Equity (HRODE) team, the **Manager, Human Resources, Compensation & Scheduling,** is responsible for managing the implementation and delivery of Human Resources and policies and programs. Areas of responsibility include but are not limited to the Human Resources Information System (HRIS), compensation including benefits, pension, and salary administration, as well as Scheduling. The Manager, Human Resources provides leadership and supervision to HR and Scheduling staff. As a member of the HRODE leadership team, the Manager, Human Resources, Compensation & Scheduling, participates in decision-making and planning for the department and supports initiatives across Home and Community Care Support Services, Erie St. Clair (HCCSS ESC). The Manager, Human Resources, Compensation & Scheduling demonstrates an understanding of quality, risk and patient safety principles and practices and follows all safe practices and procedures to support a safe patient and working environment.

**KEY RESPONSIBILITIES**
- Acts in capacity of the organization’s specialist in the configuration, maintenance and use of the HRIS (Quadrant Workforce & QHR)
- Administers the HR module of the HRIS system including granting of user rights and privileges of the HR module. Configures, reconfigures, and completes updates as required
- Maintains systems security for authorized users
- Analyses and resolves problems related to the technical functioning of the Quadrant system
- Researches and resolves program configuration and performance issues
- Refers possible programming, debugging and other technical related issues to the vendor’s technical staff
- Ensures system is configured as required to meet commitments in the Collective Agreements
- Documents all processes related to changes
- Ensures all changes are accurate and tested
- Ensures standard and frequently required reports are created and updated as needed
- Runs ad-hoc reports as required
- Facilitates the maintenance of accurate employee scheduling information in HRIS through leadership of the scheduling team and the scheduling component of the HRIS
- Creates and maintains in-house procedures and administration manuals for QHR
- Provides training on new releases/upgrades and technical and procedural guidance plus ongoing coaching to all staff
- Provides direct oversight of the Scheduling team.
- Meets regularly with Schedulers to discuss system changes, upgrades, and updates
- Problem solves with the team to overcome barriers
- Collaborates with Labour Relations regarding scheduling issues related to the Collective Agreements
- Ensures the leadership team understands the scheduling component of the HRIS
- Provides training and/or schedules training for them through the software provider
- Responds to specific questions related to scheduling portion of the software
- Collaborates with the Finance department to ensure the overall smooth operation of the biweekly payroll process
- Oversees the administration of the HRODE biweekly payroll process
- Oversees the processing of employee benefit & pension updates and adjustments
- Ensures the efficiency, timeliness and integrity of the organization’s payroll systems
- Develops and/or changes payroll policies and procedures as required
- Maintains and documents procedures in compliance with legislative requirements, Collective Agreements, accounting standards, financial control procedures and HCCSS policies for payroll functions
- Provides back up and support to other members of the HROD leadership team
- Drafts appropriate policies and procedures, job aids, and memorandums related to portfolio
- Manages projects and programs related to the portfolio
- Identifies issues and trends across the HCCSS
- Represents HCCSS on internal and external committees as assigned
- Conducts regular HR Audits and systems reviews related to this portfolio
- Leads and/or participates in and demonstrates an understanding of quality, risk and patient safety principles and practices
- Follows all safe work practices and procedures and immediately communicates any activity or action which may constitute a risk to quality, and patient safety
