As a **Human Resources Business Partner**, you will provide support for the front line staff and leaders in their daily activities to ensure that patients receive prompt, effective customer service.

What will you do?
Reporting to the Manager, Human Resources, the **Human Resources Business Partner (HRBP)** is recognized as a leader in Human Resources practices contributing to the success of the HCCSS ESC. Value is added by developing proactive HR strategies and delivering exemplary employment related services. A productive and respectful work environment is facilitated through collaboration, technology and partnerships. The HRBP facilitates the implementation of policies and programs and builds effective relationships with staff, leaders, and administration within HCCSS ESC, both with local and provincial contacts, and with external partners. The HRBP provides support and acts as an expert resource in labour relations, employee health & safety, performance management, training development, attendance management, recruitment, process improvements and the interpretation and utilization of Collective Agreements.
**KEY RESPONSIBILITIES**
**Relationship Management**
- Establish, build and maintain collaborative and effective working relationships at all levels of HCCSS ESC in order to build trust and confidence in the advice and service provided
- Provides recommendations on best practices to establish and maintain positive employer/employee relationships and to promote a high level of employee morale
- Develops effective working relationships with union representatives to address employee and/or management concerns and to negotiate solutions
- Link employees with EAP services
- Represents HCCSS ESC on external working groups and committees to support joint initiatives
**Effectively Plan, Develop, Deliver and Evaluate HR Programs and Services**
- Manage the effective delivery of HR services within a specific leader based portfolio areas of assignment and provide cross coverage to the other HRBP(s) and the rest of the HR team as required.
- Provide leadership, counsel and direction to all levels of management within the HCCSS ESC regarding unusual and difficult employee and labour relations matters, health & safety matters, and abilities management.
- Identify issues and participate in the development of HCCSS ESC Collective Bargaining strategies
- Contribute to specific HR projects, i.e. Pay Equity, Attendance/Performance Management programs, Recruitment processes, Organizational Development programs both locally and provincially
- Assist in developing HR policies and procedures and review annually for compliance with legislation
- Participate and take notes in investigative meetings which may lead to progressive discipline
- Support and participate in disciplinary meetings, including developing investigation scripts/questions, coaching leaders, creating discipline letters and assisting with learning development and performance improvement plans
- Complete various HR reporting as required
- Investigate and report on issues of harassment, violence, and employee conflict to help facilitate positive working relationships
- Participate in a variety of labour and employee meetings and facilitate resolution of Professional Responsibility/Workload concerns.
- Support the Recruitment Specialist as a resource for internal and external recruitment processes
- Delegate appropriate tasks to support staff/team members and review/monitor outcomes
**Health and Safety**
- Develop and deliver new hire human resources and health and safety programs for staff and external service providers
- Research and develop new Health and Safety policies, programs, and procedures and implement and maintain a comprehensive Health and Safety program that is compliant with HCCSS ESC policies and applicable legislations
- Manage incident and accident reporting, WSIB claims, return to work processes such that claim costs are reduced
- Conduct annual audits of the HCCSS ESC’s health and safety program and in conjunction with senior management, review/revise the health and safety program/policy annually
- Manage leaves and accommodations, including LTD claims, RTW accommodations and sick leave absences while working collaboratively with insurance providers and the union
- Provide resources for company health and safety training and ensure that appropriate personnel are First Aid and CPR trained
