Key Responsibilities

  • Provide strategic leadership and direction to the department, ensuring alignment with the municipality's core values and competencies.
  • Manage a multi-million-dollar annual operating budget, ensuring fiscal responsibility and resource optimization.
  • Oversee the negotiation and implementation of collective agreements, promoting fair and just relations with the workforce.
  • Act as Chief Executive Officer for the Board of Health, working in shared leadership with the Medical Officer of Health to ensure the Board's mandate is effectively met.
  • Serve as the Consolidated Municipal Service Manager (CMSM), overseeing provincially mandated services and upholding municipal and provincial standards.
  • Assume 'Acting CAO' duties when necessary, demonstrating adaptability and commitment to organizational excellence.

Requirements

  • A post-graduate degree in a relevant field, such as business administration, public administration, health, or social sciences.
  • A minimum of 10 years of pertinent experience in these domains.
  • Supplementary training in children's services, public health, senior services, and social housing will be considered a significant advantage.

Preferred Qualifications

  • Senior management experience in business administration, with a preference for those familiar with municipal environments.
  • Expertise in overseeing domains such as childcare, early years, recreation services, social services, public health programs, senior services, and social housing.
  • Proficiency in negotiation, particularly concerning service and labour contracts.
  • A proven track record in managing multi-million-dollar operating budgets effectively.
  • Proficiency in administering service level contracts and their respective budgets.
  • A history of collaborative work with different government levels and ministry groups.
