**SUMMARY OF POSITION**:
Reporting to the Senior Finance Manager, and managing a department of payroll professionals.
- Responsible for managing the payroll processing for all offices, facilities, divisions and companies, including employee payments/deductions, statutory and government remittances.
- Manage and support a team of 8 (or more) payroll professionals
- Understanding of over 23 Collective Agreements, with four Unions, as well as overseeing a number of non-union payrolls.
- Manage the administration of over 40 benefits and pension plans.
- Continuously review the payroll and benefits administration processes to achieve streamlined activities, improved efficiency, effective controls and a high level of accuracy.
**RESPONSIBILITIES**:
- Manage the payroll processing for 4000+ employees across multiple locations, in BC, Alberta, Quebec, US and with multiple unions.
- Manage a team of 8 (or more) payroll professionals, including Payroll Specialists and a Benefits Specialists, including hiring, performance management (including discipline and training); and overseeing professional development.
- Develop sufficient knowledge of all union contracts to ensure accurate employee payments and benefits entitlements.
- Detailed understanding of the legislative environment including Employment Standards in BC, Alberta and Quebec; US payroll requirements; and other reporting requirements.
- Design, implement and maintain quality control processes for payroll processing including month and year-end reconciliations. This should include, but is not limited to, reports to reconcile ADP data and the data submitted by the facilities, exception reports, reasonability reports, as well as a quality control processes to ensure the recording of specific employees/hours by the facility is accurate.
- Develop processes to maintain up-to-date and accurate employee data (i.e. standard payroll data change form, paystub inquiry process for facilities).
- Oversee the accurate administration of the benefit plans, including ensuring they are reconciled regularly and accurately, and rates are updated annually.
- Oversee the processing of a US payroll, understanding the legal pay environment in the US.
- Oversee reporting of seniority listings and employee bank reports (vacation, statutory holiday and sick banks) on a timely basis to facilities, as required based on union contracts. Ensure ADP’s programming and formulas are calculating correctly as per union contracts.
- Oversee the reconciliation of CRA source deduction account.
- Provide ongoing training and development of the payroll staff.
- Liaise with Benefits Consultant to manage Sun Life Assurance benefits program.
- Assist with CRA, WCB and Year End audits.
- Generate quarterly payroll reports for Finance Dept., Ministry of Health(HSCIS) and WCB.
- Reconcile and remit quarterly WCB dues.
- Reconcile and remit Monthly RRSP contributions to Manulife.
- Support senior management with various payroll inquiries and reporting.
**QUALIFICATIONS**:
- Canadian Payroll Association CPM designation preferred.
- Extensive payroll experience in a complex multi-unionized environment.
- 5+ years of proven outstanding management, leadership and communication skills.
- Ability to work effectively and harmoniously with multiple departments.
- Excellent knowledge of ADP Work Force Now, ADP Run, Excel and Word preferred.
- Working knowledge of general accounting practices.
- Strong organizational, problem solving, decision making and communication skills.
