Within Ontario Health, the Information Management, Data and Analytics Support Portfolio (IMDA) supports the design, implementation, and management of provincial information/information technology solutions on behalf of the ministry. In collaboration with OH and system partners, IMDA has developed and defined near real time data collection standards, methodology, tools, and business practices imperative to ensure high quality data is readily available to a wide variety of healthcare stakeholders. Our unique approach to data lifecycle management (acquisition, management, and utilization) provides meaningful information to provincial health system stakeholders to improve access, performance, efficiency, and quality of care. Our work guides real-time decision making and planning; informs the evaluation of healthcare system performance; and offers recommendations to ensure a sustainable healthcare future.
- Reporting to the Director of Health System Analytics & Business Intelligence, the Manager, Health System Measurement is responsible for providing expert leadership and coordination of activities in measuring the quality and performance of Ontario’s healthcare system and supporting achievement of Ontario Health’s vision for a common quality indicator framework for Ontario’s publicly funded health system. Ideally, indicators and analyses will be closely aligned with methods used by government policy makers, regional planners, health care delivery organizations, regulatory agencies, provider associations and researchers in evaluating health system performance. Working in collaboration with other teams within the Health System Performance & Support, other Ontario Health teams, and a broad range of health system partners, the Manager, Health System Measurement will be responsible for leading their team in the day-to-day planning, management, development and maintenance of organizational quality measurement activities and health data, with an emphasis on public reporting, indicator reviews, health system performance and indicator and measurement advancement projects.

Here is what you will be doing:

- Key deliverables:
- Oversees the development, evolution and operations of public reporting indicators in partnership with the Public Reporting team at Ontario Health-
- Oversees the development, evolution and maintenance of the Health System Scorecard (a quarterly snapshot of the state of the Ontario Health system for the Ontario Health Board, Executive Team and other key system stakeholders) in partnership with Ontario Health’s Strategy and Planning team and in collaboration with other teams across Ontario Health-
- Oversees the development, evolution and maintenance of the weekly Health System Report (a weekly operational view of the state of the Ontario Health system for Ontario Health executives) in partnership with the Business Intelligence team and other key stakeholders across Ontario Health-
- Oversees the maintenance of a list of quality indicators and their technical specifications currently used by Ontario Health, as well as a prioritized list of indicators for future development-
- Oversees the maintenance of a list of data sets and data sources (e.g., administrative data, surveys, registries, proprietary data sets), and obtaining access to new datasets and data sources to support the analytical activities of HSPS, Ontario Health-
- Provides measurement analytics support and relationship building for OH clinical program areas and Regions, as required- Leadership responsibilities:
- Coaches and mentors staff to ensure that continuous quality improvement initiatives are incorporated into day-to-day activities-
- Focuses on acquiring, developing and retaining talent, effectively leading the team, and promoting a fun team atmosphere with high morale-
- Manages assigned staff, including allocation of staff resources, delegating, scheduling and prioritizing of staff workloads-
- Presents the findings of assigned projects on behalf of the organization in appropriate health care or other stakeholder forums, as requested.-
- Monitors staff performance including performance reviews, and employee goals and objectives setting.-
- Develops an operating plan, proposed budget, and staffing requirements to support OH’s mandate to publicly report on the status of healthcare in Ontario.-
- Prepares departmental project management/status reports, as required.-
- Assists with strategic goal setting and operational planning, with the Director and other manager colleagues-
