The Manager, Performance is the resource expert with the knowledge to lead, guide and consult on data analytics using various data sources including but not limited to coded data, patient registration data, peer benchmarking tools and publications for performance measurement purposes. The manager will work closely with the clinical program areas and departments guiding and facilitating the use of data for reporting and evaluation requirements. This position will have a close working relationship and provide reporting and analytic expertise with Executive Leadership, Senior Management, clinical, and departmental operations, research, and external stakeholders. The Manager, will also serve as an expert resource for the execution of innovative projects related to the System’s strategic mandate and the use of hospital data to measure performance as supported through the Quality Improvement Plan and key levers of Health System Funding.

The Manager will:

- Oversee reporting related to clinical data holdings for Inpatient, Day Surgery, Emergency, Ambulatory Clinics (ministry mandated and others), Psychiatry, Rehab and Complex Continuing Care in line with the Ministry’s quality outcome measures, Health System Funding methodologies and Statistical Reporting requirements;
- Ensure the annual case costing submission is completed on time, workflows are documented, and processes are in place to ensure a high quality of data and alignment with standards;
- Alignment in the tracking and reporting of beds and occupancy information;
- Recruit and coordinate training of Clinical Performance Analysts (CPAs) and Consultants; management of staff workload;
- Provide training and education for staff on the aspects of clinical and statistical reporting with relation to national, provincial and internal hospital standards and requirements;
- Collaborate with other departments within the organization such as Clinical Programs, Finance, Admitting, Health Records and Information Services;
- Act as a Hospital ambassador supporting the centralized principles of health information management, OHRS and MIS standards and the impact on mandated cost centre reporting including the Data Quality and Knowledge Management Framework methodologies, best practices, continuous quality improvement (CQI) and process improvement initiatives;
- In partnership with the Manager of Coding and Abstracting, facilitates all regular audits and reconciliations along with ad hoc audits that may be required with the Clinical Performance Analysts;
- Work closely with the senior leaders in relation to key utilization levers of MOH/OH funding methodologies;
- Participates in projects and initiatives supporting the Data Governance Advisory Committee and others;
- Performs other duties as assigned
- Job Requirements- Master’s Degree in a relevant discipline (e.g. information analytics, business administration, health administration).
- Minimum two years managing/overseeing a team, including setting and managing performance objectives, day to day deliverables, and providing mentorship.
- Understanding of care delivery operations and business operations; familiar with hospital processes.
- Strong technical skills and ability to work with large datasets.
- Expertise in reporting, analysis, benchmarking, budgeting and planning with a commitment to constantly improving processes, services and programs.
- Strong organization and project management skills.
- Ability to create innovative models and appropriate proxies where required (i.e. gauge impact of potential strategies on cost per weighted case performance).
- Knowledge of Ontario Hospital MIS Guidelines and reporting systems required; Intellihealth Benchmarking; CIHI benchmarking; MOHLTC-HIT tool benchmarking, OH-WTIS & Novari ATC, OH-HSI, OHA Data and Analytics platform.
- Proven in-depth knowledge and understanding of case costing, HIG, CMGs and CACS methodologies and their relation to Health System Funding.
- Experience with ICD 10-CA/CCI for Inpatient, Day Surgery, Emergency and Clinic reporting; OMHRS, NRS, and CCRS reporting.
- Experience with SAS, SQL, MS Visio an asset.
