Reporting to the Fire Chief, the Deputy Fire Chief, OEM provides leadership and advice across their section and EFRS Branch. Additionally, in the legislated role as Deputy Director of Emergency Management (DDEM), this role provides leadership and advice across the organization on matters related to the Government of Alberta’s Emergency Management Act (EMA) and related City bylaws (Bylaw 19975 and Amending Bylaw 19091).
The Deputy Fire Chief will lead the Office of Emergency Management staff to ensure strategies, plans, budgets, processes, policies and performance metrics support peak performance in the following areas: Emergency Management Planning (across the organization and with external stakeholders); Emergency Operations Centre; Emergency Management Training (across the organization and region); Emergency Preparedness Public Awareness; Emergency Support Response Team; Corporate Business Continuity Planning. As Deputy Fire Chief, you:
- Play a lead role in planning, implementing, promoting and assessing strategic and operational plans. This role will also serve as an integral member of the Fire Executive Leadership Team and is expected to contribute to the development and implementation of plans, policies and projects that impact all branch employees and that strengthen culture and performance
- During an Emergency Operations Centre (EOC) activation and/or the activation of the City of Edmonton’s legislated Municipal Emergency Plan, the DDEM reports directly to the City Manager (Director of Emergency Management) and is corporately responsible for Service Line Emergency Management and Business Continuity. This role is responsible for ensuring the collaborative priorities of: Life Safety, Critical Infrastructure, Protection, the Economy, the Environment and Cultural Heritage are preserved in an event. A comprehensive emergency management program ensures a city that is safe and resilient to emergencies, disasters and business disruptions
- Lead with excellence and accountability for an inclusive, proactive, innovative, respectful and progressive culture in the Fire Service
- Foster a respectful workplace culture through a values-based influencer approach and work collaboratively
- Provide excellent leadership to the team through development and coaching, performance evaluation and feedback, health and wellness, safety, recruitment and succession planning
- Support the Fire Chief in the design and implementation of the strategic direction for the Fire Service
- Liaise with other fire services leadership and external agencies to facilitate collaborative relationships
- Support the other Deputy Fire Chiefs, Fire Chief, Deputy City Managers and Council by providing information and reports that allow them to make informed decisions
- Develop and maintain positive working relationships to foster effective problem solving and innovation
- Keep current with advances in business practices, technology and technical information to ensure the best value for services is delivered. Collaborate and liaise with internal partners and external partners to progress City of Edmonton emergency management goals and objectives
- Qualifications:

- Leverage current and/or previous experience in a lead role in an Emergency Operations Centre
- Utilize ICS Basic Emergency Management 100, 200 and 300 certification
- Demonstrate experience managing teams in a large, complex organizational context, including:
- Demonstrated ability to encourage perseverance and resilience in difficult times
- Ability to lead and manage change, build organizational talent and capacity, and achieve organizational outcomes
- Experience building healthy and positive workplace environments that enable staff to reach their potential while strengthening organizational capacity
- Ability to anticipate business opportunities, influence enterprise wide policy, planning and initiatives, and foster a culture of accountability through performance measurement
- Leverage experience developing processes and policies and metrics to connect strategy to outcomes
- Experience or additional training in strategic management, policy development, public administration, government relations, project management and or change management will be considered an asset
