As a member of the extended leadership team, the Manager, Culture and Inclusion will be accountable for a portfolio of Equity, Diversity & Inclusion, community engagement, outreach and recruitment programs and their associated strategies and policies.

Reporting to the Assistant Deputy Chief of Workforce Support, The Manager, Culture & Inclusion will:

- Lead and direct the strategies and plans for programs including: outreach, front-line services, connection with communities and the metrics to review the utilization of programs
- Oversee the recruitment and onboarding of new Firefighters
- Collaborate and assist with the development, analysis, implementation and change management for the diversity and inclusion initiatives within Fire Rescue Services; utilizing internal and external City resources to action the plans
- Plan and develop community engagement and partnerships with organizations and agencies to promote diversity and inclusion initiatives on behalf of Edmonton Fire Rescue Services
- Develop and deliver reports, presentations, strategic insights, and regular progress updates to the Fire Executive Team
- Effectively manage priorities in a highly ambiguous, demanding, fast-paced environment within tight deadlines while delivering quality results
- Work with collective agreements and union engagement
- Develop plans and measures community engagement, agency relationships and partnerships to align with Edmonton Fire Rescue Services goals of diversity and inclusion
- Actively support, participate and assist organizing as a committee member on internal committees and working groups support engagement, Diversity & Inclusion, and recognition
- Work with branch leadership to scope strategy and outcomes for projects
- Lead the development and implementation of strategies from the Diversity in Fire Recruitment Project
- Utilize project management methodology and tools as appropriate based on project needs
- Provide leadership and guidance to internal and external business partner teams or community partnership groups ensuring best utilization of resources, processes, policies and conflict and issue resolution
- Develops and maintains cross-functional relationships across all areas of the branch and organization to support strategies and goals
- Lead with excellence and accountability for an inclusive, proactive, innovative, respectful and progressive culture in the Fire Service
- Foster a respectful workplace culture through a values-based influencer approach and work collaboratively

**Qualifications**:

- Knowledge, training and/or education in fire services/fire science, disaster and emergency management, business administration, public administration or a related field
- Minimum of 7 years experience in recruitment, Human Resources, Diversity & Inclusion, community relations, and/or training and development including 3 years in a leadership role
- Demonstrated experience managing teams in a large, complex organizational context
- Demonstrated ability to manage priorities in a highly ambiguous, demanding and fast paced environment within tight deadlines, while delivering quality service
- Demonstrated knowledge of Human Resources and Recruitment
- Thorough understanding of GBA+ and/or other equity tools
- Experience or additional training in strategic management, policy development, public administration, government relations, project management and or change management will be considered an asset
- Experience effectively communicating and collaborating with a variety of partners and stakeholders including senior management, staff at all levels, union representatives, City Council, businesses, and academic institutions
- Ability to work in a proactive manner with mínimal direction and a high degree of independent judgement, professionalism and discretion
- Hire is dependent upon a Police Information Check including Vulnerable Sector Check satisfactory to the City of Edmonton
