**The Role**:
Reporting to the Chief People Officer and City Solicitor, the Deputy City Solicitor and Branch Manager has a strong focus on building and sustaining collaborative, respectful and effective relationships. This role will also work with the Executive Leadership Team (ELT) and all Branch Managers across the organization.
The Deputy City Solicitor and Branch Manager provides senior level legal advice and strategic guidance on complex and sensitive issues to City Council, all of Council’s Standing Committees, the City Manager, ELT, Branch Managers, and will answer various media inquiries.
**Goals and deliverables**:
- Lead the sections of Solicitors, Litigation, Corporate Security, Insurance and Claims Management, and Paralegals, this role will oversee the creation of strategic business plans
- Communicate with internal partners so that they are cognizant of the business plans, budget approvals and objectives of not only the branch, but also of the City as a whole.
- Collaborate with and support senior leaders in the provision of corporate leadership that delivers on City Council’s priorities and reflects the values of the corporation’s cultural commitments
- Actively strive to see that the work of their team meets those objectives and the mission, vision and values of the Office of the City Manager and in line with the City plans and policies
- Lead the development of the Legal Services Branch priorities and strategy, while also ensuring the successful implementation of key initiatives and objectives
- Collaborate closely with City Administration and City Council to navigate issues, identify priorities and provide timely advice
- Provide legal advice to client areas/Departments, Executive Leadership and City Council, as required
- Build trust and establish strong relationships with City Council, the Executive Leadership Team, departments and branches across the organization, and other partners such as other orders of government and community organizations
- Provide advice and recommendations to the City Solicitor on significant developments on important matters
- Attend Council and Committee meetings as needed, to provide legal advice on matters before Council and Council Committee and address sensitive legal matters
- Lead employee development and coaching, performance evaluation and feedback, health and wellness, safety, conflict resolution, staff recruitment and succession planning
- Identify continuous improvement opportunities and develop strategies to support team development
- Anticipate business opportunities, influence policy, planning and initiatives, and foster a culture of accountability through performance measurement
**Qualifications**:
- Completion of a Juris Doctor (JD) or Bachelor of Laws (LLB) Degree is required
- A lawyer in good standing with the Law Society of Alberta
- Supplementary education and experience in the public sector, local government, municipal law or administrative law is an asset
- Experience in an equivalent legal leadership role
- Able to create a strategic vision and direction for a large, diverse organization
- Experience building organizational talent, empowering resources to achieve outcomes, and leading and managing change
- Excellent people leadership skills and experience to lead and manage change, build organizational talent and capacity and achieve organizational outcomes
