Real Property Division (RPD) is a division within the Ministry of Citizens’ Services (CITZ) which provides accommodation and real estate services to government ministries and the broader public sector. RPD provides everything needed to design, set up and manage a government workplace. This includes management of the Province's diverse real estate portfolio of leased and government owned properties throughout the Province; office space inventory; furniture procurement; project and construction management; and real estate services for special purpose facilities (such as courthouses, laboratories or correctional facilities).

Workplace Development Services (WDS) is a Branch within the Real Property Division providing expert advisory services in project delivery and oversight, building technology advisory services and strategic facilities planning. The WDS team of professional architects, engineers and project management specialists translate client programs and requirements into building solutions by facilitating option definition and planning, securing funding approvals, and providing oversight of the project from concept, through construction and close-out.

Working with a cross-functional team - focusing on maintaining and enhancing the functionality and value of the Province’s real estate portfolio - WDS provides services on various project types in government owned and leased buildings, ranging in size and value, in the following categories: Priority capital (new construction, additions, and major renovations); Routine maintenance and rehabilitation, as well as upgrades and renovations (including major building system life-cycle upgrades and energy/carbon efficient facilities); and Accommodation management (tenant improvements). Project types include courthouses, correctional facilities, multi-tenanted offices, and specialty facilities (e.g., Government House, Robson Square, BC Centre for Disease Control, etc.). WDS uses a variety of project delivery and procurement methods based on project complexity, timelines, and project specific risk factors, using two primary project delivery types - WDS Direct Delivered, and Outsourced Service Provider (WDS Oversight).

This position resides on the WDS Service Delivery Oversight Team.

The Oversight Performance Manager is accountable for providing expertise in mediation and resolution of project escalations and enhance internal and external stakeholder relationships. The Manager ensures that project oversight performance measurements are in alignment with RPD’s outsource service provider(s) and is responsible to ensure metrics and reporting to Senior Executive levels while supporting reliable program delivery. The Manager is accountable to demonstrate and report out on Oversight Project Delivery Services to ensure alignment with the strategic goals and objectives of RPD.

**Job Requirements**:

- Related diploma or certificate in business administration, public administration, architecture or engineering, or equivalent education or experience.
- A minimum of three (3) years’ experience to include the following:

- supervision and/or coordination of multi-disciplinary operational staff including project managers, professional employees and/or consultants
- developing and maintaining working relationships and resolving problems with stakeholders
- facilitating conflict resolution with clients, vendors, and contractors
- business planning, contract management or financial management
- construction project management with the proven ability to manage multiple projects,
- Experience in Escalation Management with mediation and resolution skills.
- Working in a service-oriented organization with commitment to client service, innovation, and a strong focus on delivering results.
- Experience in oversight or management of outsourced project delivery services.
- A related degree.

An equivalent combination of education and experience may be considered.
