The Ministry of Health leads work in the areas of Alberta health insurance and benefits, doctors, hospitals and facilities, and other healthcare supports and information. This includes key systems such as Alberta Netcare, the provincial Elecontric Health Record, and MyHealth Records, an online tool that allows Albertans to view their own electronic health records. Alberta has a leadership role in federal/provincial/territorial (FPT) intergovernmental relations commencing in 2025, and will be responsible for coordination with 10 provinces, 3 territories, and the federal government. Responsibilities of the Intergovernmental Relations (IGR) Secretariat includes support for PT/FPT Health and Mental Health and Substance Use (MHSU) Ministers and Deputy Ministers tables and leadership for the Health and MHSU PT/FPT intergovernmental officials table (i.e., Health Support Committee).
**Role Responsibilities**:

Join us as the **Manager, Intergovernmental Relations (IGR) Secretariat**and play a pivotal role in driving intergovernmental collaboration and advancing public health initiatives across the country.
As a key leader within the IGR Secretariat, you will:
- Analyze intergovernmental health policies, prepare briefing materials, and offer expert advice to support Alberta's leadership in Federal-Provincial-Territorial (FPT) and Provincial-Territorial (PT) health initiatives.
- Cultivate strong, positive relationships with officials from other jurisdictions to position Alberta’s interests and ensure seamless coordination for Conferences of Ministers and Deputy Ministers of Health.
- Guide the preparation of Alberta and PT-specific briefings, streamline submission processes, and oversee the development of unified PT positions on pressing health matters.
- Collaborate with the IGR Secretariat team to facilitate information sharing, develop intergovernmental policy documents, and maintain alignment with strategic objectives. Provide logistics and strategic advice to the Health Support Committee, ensuring operational excellence and effective issue management.**Qualifications**:
**University degree** in related field supplemented with minimum of three years progressively related experience, including some leadership/supervisory experience related to the position
**Equivalency**:
Related experience or education may be considered as an equivalency on a one for one basis.
- 1 year of education for 1 year of experience; or 1 year of experience for 1 year of educationThe following experience, knowledge and skills are considered **assets**:
- Policy development and strategic planning within government or a similar environment.
- Experience in providing advice and direction in relation to Federal-Provincial-Territorial (FPT) health and mental health and substance use related issues, as well as advice for conflict resolution and policy development.
- Proven ability to establish positive working relationships with direct reports and a wide variety of stakeholders and demonstrated success in managing complex issues, with competing priorities, while still achieving positive results.
- An understanding of FPT health policy, mental health and substance use policy and health related issues and the implications of these for Provincial-Territorial (PT).
- Knowledge of government policy development processes and procedures, including impacts of bilateral/multilateral consultation processes.
- Knowledge of Alberta statutes, key policy papers, Intergovernmental Accords and directives pertaining to intergovernmental related issues..
- Knowledge of the policy development processes and requirements in the GOA.
- Negotiation skills in both multilateral and bilateral environments, within the Government of Alberta, with other governments and other health care stakeholders.
- Strong written and verbal communications skills.
- Ability to provide appropriate background and strategic briefings to senior government officials.
- Ability to work strategically and to simultaneously assist in the management of a wide variety of issues, mobilizing resources and finding innovative solutions to complex issues and problems.
