The work of the Indigenous Relations team is increasingly high profile, complex and a priority of the branch, department and corporation. City Council, the City Manager and the branch have prioritized reconciliation, being inclusive and compassionate and addressing racism and inequity in Edmonton. With this elevated focus on corporate wide, strategic priorities, the Indigenous Relations team has to begin to think differently and recognizes the need to diversify the team with strategic specialists.

This strategic planner with be a key player in a complex file where they will initiate, manage, and complete project work related to advancing reconciliation and strengthening relationships with internal and external stakeholders, including but not limited to the urban Indigenous communities, Knowledge Keepers and Elders, as well as First Nation and Mėtis governments. This position will be a content expert and will lead and coordinate strategic plans or goal development, evaluation and projects for the section, working closely in collaboration with branch and corporate colleagues. They will ensure projects are developed in a meaningful and effective way, with an inclusive and decolonized lens while balancing the evolving corporate needs and learning in the area of reconciliation.

This position will always look for opportunities to foster integrated approaches with internal and external stakeholders, using best and emerging practices and approaches to ensure that we are honoring our commitments to reconciliation in Edmonton and meeting branch and corporate goals and priorities.

**What will you do?**
- Plan and lead complex and/or sensitive projects within scope, budget, and timeline to advance key areas such as
- The Indigenous Framework, Truth and Reconciliation Commission, Missing and Murdered Indigenous Women and Girls, the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) and Intergovernmental strategies
- Lead integrated teams (including internal and external partners)
- Develop and implement project documentation (project charters, terms of reference and project plans/documents)
- Provide regular communication and updates on project status(es) as required
- Prepare, communicate and disseminate results of projects with key stakeholders and senior leadership
- Facilitate strategic and business planning processes
- Develop and monitor evaluation frameworks using decolonized approaches
- Develop relationships with Indigenous governments, organizations, community leaders, mutual aid groups, community members and leaders, city leadership, balancing and hearing multiple viewpoints
- Research and disseminate ongoing best and emerging practice information related to Indigenous peoples, Indigenous practices, protocols and approaches
- Identify strategic issues that may affect the section and independently research, provide recommendations and implement solutions

**Qualifications**:

- University Degree in Social Sciences, Indigenous Studies, Public Administration, or a related field
- A minimum of five (5) years professional experience which includes demonstrated competency in project management, strategic planning and community/social development (in particular work with Indigenous non-profits/organizations, leaders, community, and government)

**Assets**:

- An emphasis on Indigenous Studies
- Valid drivers' license is considered an asset as there is frequent travel within the City
- Knowledge of Indigenous land stewardship, Treaty, Métis Rights, Duty to Consult, and gender-based policy analysis

**Skills required for success**:

- Significant understanding of Indigenous communities, their history, culture and current environment
- Personal value base compatible with diversity and inclusion principles, GBA+, and human rights advocacy
- An understanding of the experience of diverse and marginalized communities, which may be developed through lived experience
- Knowledge of UNDRIP, Truth and Reconciliation Commission (TRC) Calls to Action, Missing and Murdered Indigenous Women and Girls (MMIWG) Calls for Justice
- Excellent organizational, time management, and prioritization skills
- Strong relationship-building, communication, presentation, and facilitation skills
- The ability to work independently and collaboratively in a team environment
- Strong research and problem-solving skills, with the ability to gather and analyze information to make informed decisions and recommendations
- Experience with research, evaluation, and data analysis
- The ability to think strategically and take the lead on multiple projects and initiatives
- Awareness of inclusive and ethical practices that decolonize practice
