As the **Indigenous Intergovernmental Relations Team Lead**, you will take the lead on project work and high level strategic work within corporate, community, and political environments to move Edmonton forward on the path of reconciliation. Success in this role is achieved by creating and maintaining meaningful relationships across the corporation, within the community, with leaders, and in Nation-to-Nation relations. You will require a deep understanding of the municipal government context, strategic thinking, and significant experience working in partnership with Indigenous Peoples and government to create mutually beneficial outcomes.

Duties include:
**Oversight & Management of the Day-to-Day Streams of Work**
- Remain connected and provide support/oversight to the work of the Indigenous Relations Strategic Planners and Consultants, this includes coordinating and connecting work across the branch, department and corporation, and issues management as may be needed
- Act as an expenditure officer for the section, and manage corporate financial operational processes like funding agreements, honorariums and payments
- Supporting the Council Report process and ensuring report requirements, quality and deadlines are met
- Respond to requests for support from Indigenous governments, leadership, communities, and the corporation as required or necessary
- Strategic support with the Director to plan and coordinate the work of the section
- Provide strategic advice and guidance to the Director and Branch Manager, as well as Project Managers across the administration in order to achieve priorities of community partners and city

**Project Management**
- Oversee complex and politically sensitive project work with the support of the Indigenous Relations staff and internal and external partners, including Indigenous governments and other orders of government.
- Project work can be internally focused (like supporting the corporate-wide implementation of the Indigenous Framework, Truth & Reconciliation Municipal Response, and the Missing and Murdered Indigenous Women, Girls, and Two-Spirit Municipal Response) to community-partnered projects, events, programs and services and large multi-disciplinary planning and infrastructure projects. This includes support to the City of Edmonton’s formal agreements and memorandums with First Nations and Métis partners.
- Research emerging trends and provide research/analytical support for special projects, intergovernmental priorities, prepare charts, graphs and textual presentations of data collected and summarize using standardized tools and methods
- Manage projects / processes successfully to time, quality and budget in support of initiatives and goals
- Provide relationship building guidance, communications support, and issues management as may be required

**Leadership of the Indigenous Relations Strategic Planners and Consultants**
- Provide coaching and support to the Indigenous Relations Strategic Planners and Consultants
- Facilitate one-on-ones on a regular basis and schedule key performance meetings
- Responsible for team building and ensuring connection among the team members (virtual or in-person, following the pandemic); including coordinating regular team meetings and check ins with the staff to develop and maintain a healthy and thriving work culture
- Provide support and advice to the Director for hiring, onboarding and offboarding of staff
- Perform Acting Director duties as needed and/or required (opportunity for career development)

**Qualifications**:

- University Degree in Social Sciences, Political Science, Indigenous Studies, Public Administration or a related Degree
- 7 years of progressively responsible experience working with Indigenous Communities and complex bureaucratic systems in a combination of strategic and operational business planning and intergovernmental relations, working with corporate performance measures and budgets, policy, leadership, and managing complex, multi-disciplinary projects
- 2 years progressively responsible supervisory experience
- Experience working in Indigenous communities and with political leadership; understanding the political landscape and political / intergovernmental systems is required
- Experience with Indigenous government/leadership and Indigenous communities is required
- Understanding and appreciation of Indigenous cultures & knowledge of protocol and an understanding of Indigenous Nation’s governance practices is required
- Demonstrated understanding of topics and issues of importance to Nations, communities, and urban Indigenous Peoples, including an awareness and understanding of UNDRIP (United Nations Declaration on the Rights of Indigenous Peoples), TRC (Truth and Reconciliation), the MMIWG (Missing and Murdered Indigenous Women and Girls) Calls for Justice, City strategic documents, and OCAP principles.
