Business Development Advisor

The National Indigenous Fisheries Institute (NIFI) is an Indigenous-led organization that focuses on fisheries management, science, and conservation within Indigenous communities. NIFI works closely with Fisheries and Oceans Canada to review various federal programs involving collaborative management of fisheries, aquatic resources, oceans, and habitat, and Indigenous participation in commercial fishing and aquaculture operations.
NIFI hosts the Business Development Team (BDT) within the Northern Integrated Commercial Fisheries Initiative (NICFI). NICFI is a capacity-building program that was co-designed by Fisheries and Oceans Canada (DFO) and NIFI in 2019 to support capacity development within communities North of 60°. The NICFI program is housed within DFO's Indigenous Programs Department, alongside the Pacific Integrated Commercial Fisheries Initiative (PICFI), which serves the west, and the Atlantic Integrated Commercial Fisheries Initiative (AICFI), which serves the east.
Specially, the NICFI program was established to support Arctic Indigenous communities and groups:
- Create jobs and meaningful employment
- Build the knowledge and skills required to manage commercial fishing enterprises and aquaculture operations
- Access operational and safety training within the fisheries space
- Increase economic returns for the benefit of communities
The NICFI Business Development Team is a group of fisheries and aquaculture advisors that work with Indigenous communities in the Northwest Territories and Nunavut on all aspects of capacity and business development mentioned above.
Reporting to the NICFI Business Development Lead, the Business Development Advisor role will advise on business planning, governance, project management, human resources, and business operations that reflect best practices in rural community development.
**Duties & Responsibilities**
- Assist with and complete ongoing projects under the supervision of the NICFI BDT Lead.
- Increase program communications and interest within communities throughout the Arctic region.
- Identify and support community members in the establishment of new fisheries and aquaculture projects in the North.
- Operate from a commercial fishing lens to ease pain points in Northern communities with limited fisheries infrastructure and capacity.
- Advise on economic development best practices in-community, related to commercial fishing and aquaculture.
- Liaise and collaborate between community members, DFO, and other organizations on economic development projects.
- Acquire governmental support, through funding or collaboration opportunities, for capacity development projects in-community.
- Establish and nurture relationships with community leaders through in-person visits and virtual communications.
**Qualifications**
- 3-5 years of progressive and practical experience working with groups in the Arctic or a remote location, on economic development projects, community development, management consulting, fisheries, or comparable projects.
- Post-Secondary education in a relevant field (i.e., business, resource management, or project management), or a combination of experience and education may be considered.
- Experience traveling and living within remote Arctic communities.
- Strong communication and collaboration skills.
- Practical knowledge of Indigenous governance and cultural structures, specifically Inuit languages and Northern land claim agreements.
- Knowledge of provincial and federal capacity development and resource management programs as well as proven experience in successfully accessing government business support in collaboration with Indigenous communities or entities.
- Knowledge and understanding of the United Nations Declaration on the Rights of Indigenous Peoples and the Canadian Truth and Reconciliation Commission Calls to Action.
- Experience liaising with governmental entities is considered a strong asset.
**Further Information**
- This position is responsible for a vast region and requires extensive travel to a number of remote northern communities in the Arctic region, including the Northwest Territories and Nunavut, to build strong client relationships.
- This is a hybrid position, meaning mainly work from home, but must be willing to travel throughout the North for extended periods of time, when required. Preference will be given to those willing to relocate to a community in the Arctic region.

- Contract Duration - The position, as currently listed, is a three-year contract with the possibility of extension or permanency.
