The Nova Scotia Apprenticeship Agency was created in 2014 to operate and steward a responsive and accessible trades training system for the province of Nova Scotia. The Agency is composed of an industry-led Apprenticeship Board, committees, including Trade Advisory Committees, Agency staff and the Chief Executive Officer. The staff are responsible for the daily operations of the Agency.

**About Our Opportunity**:
The Program Admin Officer (Program Lead) is responsible for the development and management of advanced specialized program administrative or management work for one or more programs associated with increasing the participation of women in skilled trades, including recruitment, retention and completion/certification that has impacts province wide. As the Program Lead responsibilities include the overall program administration and coordination of programs offered directly by the NSAA or indirectly through various organizations throughout the province.

You will work collaboratively as a member of an integrated, multi-disciplinary team involving other divisions of the Nova Scotia Apprenticeship Agency, other provincial partners, women working in skilled trades, and external stakeholders including women-focused and equity-deserving organizations and/or communities.

**Primary Accountabilities**:

- Manages and delivers required outcomes for one or more programs, offered directly by a department or indirectly through various organizations throughout the province, while reporting to senior colleagues.
- Identifies and designs programs to assist with the evaluation and planning. Activities include program(s) development, business analysis, providing advice and policy recommendations, and may include the resource and capacity management of direct and indirect program resources.
- Develops, reviews and evaluates proposals requiring government support.
- Develops and/or delivers a plan for significant aspects of internal and external communications with guidance from senior colleagues. This includes ongoing monitoring and reporting of programs and providing processes and tools to provide the required information for inclusion on reports.
- Identifies shortcomings and suggests improvements to existing processes, systems and procedures, then delivers a plan for a small element of a change management program in collaboration with senior colleagues and the team.
- Delivers a prescribed budget for the program and conducts complex analyses on budget progress while working within established procedures. Allocates resources to appropriate places and develops strategies to ensure program management capacity meets the requirements.. Develops action plans to address budget and/or operational business plan deviations as they occur throughout the fiscal year.
- Delivers on the established outcomes by managing day-to-day relationships with clients, contract service providers, and team while working within an established contract management plan

**Qualifications and Experience**:
You have a bachelor’s degree in a related field with six years of related experience; an equivalent combination of training and experience will be considered. Related experience is defined as experience administering (exercising decision-making authority in working with internal and/or external clients to determine eligibility for) programs and/or services and/or policies. You have strong communication and interpersonal skills and a proven track record of leading effective teams. You value, equity and inclusion and lead with a lens that supports and values a healthy workplace and demonstrate leadership competencies.
- Supervising and leading a team of employees
- Reviewing and approving funding agreements (including financial transactions)
- Overseeing the management of agreements
- Developing operational processes and procedures
