**About Us**:
The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative and accountable local government to Albertans. Our main responsibilities are:

- funding supports for municipalities and Metis Settlements
- a system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
- protections for new home buyers and required licensing for home builders
- province-wide support for access to public library services for Albertans
- management of about 2.6 million acres of public land in the province's three Special Areas
- independent review and decisions on local matters by the Land and Property Rights Tribunal

**Role**:
The Government of Alberta, Municipal Affairs, Municipal Assessment and Grants division is currently looking for two Policy Analysts to join their team.

Reporting to the Manager, Policy and Analysis, the Policy Analyst will be responsible for preparing detailed policy products and analysis of grant programs that support grant program policy development. This includes preparing documents for senior decision-makers and Cabinet. The incumbent will work on Alberta’s municipal and grant funding programs as well as development of federal grant programs. The Policy Analyst will also be tasked with supporting the preparation of annual allocations for grant programs, responding to stakeholders and providing them with details of their funding allocations.

The Policy Analyst works in the context of the provincial government's goals, guidelines and policies, the department's policies, business plan, budget, and accountability guidelines, and applicable legislation. The Policy Analyst supports the Policy and Strategy unit by ensuring program and policy proposals are supported by comprehensive, detailed, and relevant analysis. Critical to the process is the ability of the Policy Analyst to identify sensitive issues and balance provincial policy objectives with administrative requirements and client sensitivities when developing or modifying policy documents, grant programs and other initiatives.

The main responsibilities for the Policy Analyst include but are not limited to:

- Develop policy documents and advice for senior decision makers
- Provide advice and recommendations on complex grant policy issues
- Prepare recommendations on new grant programs and changes to existing grant program policy and processes, and asset management supports, and support the implementation of any changes
- Prepare reports to senior management and stakeholders on grant allocations, resulting projects and cross-government municipal grants
- Prepare grant funding allocations as required and analyze impacts to municipalities and the province from changes to grant allocation formulas
- Support the negotiations and development of federal grant programs
- Represent or aid in representing the branch or unit in various capacities
- Other duties as assigned by the Manager, Policy and Analysis

**Qualifications**:
**Required**:

- University graduation in Public Administration, Business Administration, Economics, Political Science, Law, Planning or related field supplemented by four years progressively responsible experience in policy writing and/or policy and data analysis

**Equivalency: Directly related education or experience considered on the basis of**:

- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education

**Desired**:

- Extensive knowledge of grant programs, policies procedures and processing
- Excellent interpersonal relations skills; crucial to be able to develop excellent working relationships with all levels of staff internal and external to the branch
- Ability to prioritize and execute multiple (and often overlapping) deadlines
- Knowledge of government policy development and approval processes and procedures
