**About Us**:
The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:
- funding supports for municipalities
- a system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
- protections for new home buyers and required licensing for home builders
- province-wide support for access to public library services for Albertans
- a comprehensive approach to managing emergencies in the province through the Alberta Emergency Management Agency
- management of about 2.6 million acres of public land in the province'’s three Special Areas
- independent review and decisions on local matters by the Land and Property Rights Tribunal
The Technical and Corporate Services Division oversees the provincial safety codes and standards system, provides guidance and advice to safety codes system partners, administers the Residential Protection Program, and provides corporate support to the Department of Municipal Affairs.
The division administers the Safety Codes Act, which establishes a unifying framework in 10 safety disciplines that allows for the adoption of codes and provision of permit, inspection, and compliance services. It also supports safety codes system partners by providing guidance and advice on safety code interpretations to municipalities, industry, and the public. The Residential Protection Program is responsible for overseeing and enforcing the New Home Buyer Protection Act, which establishes regulatory requirements for mandatory new home warranties and builder licensing.
To support the safety codes system, the division oversees:
- the Safety Codes Council;
- the Alberta Boilers Safety Association; and
- the Alberta Elevating Devices and Amusement Rides Safety Association.
**Role**:
The Policy Analyst leads processes and policy development projects within the Technical and Corporate Services (TCS) Division, and directly contributes to the division's goals and initiatives as indicated in the Municipal Affairs Business Plan.
Reporting to the Manager - Policy, Stakeholder and Planning Services, the incumbent manages legislative and strategic projects and related processes, advises project teams and senior management on sensitive legislative and policy issues, and pursues opportunities to innovate and enhance the division's business. In this role, the Policy Analyst exercises initiative, judgment, and discretion when working with division and department staff, other government departments, a broad range of stakeholders, and representatives from other provincial/territorial governments.
Key responsibilities also include:
- Coordinate regulatory projects and lead legislative processes for the TCS division.
- Lead, coordinate and participate in strategic multi-stakeholder projects.
- Develop policy recommendations and solutions to address policy issues for current and future needs.
**Qualifications**:
**Required**:
- University graduation in Public Administration, Economics, Business or Political Science, or related field;
- 4 years of progressively responsible related experience.
**Equivalencies**:
Equivalencies will be considered. Directly related education or experience considered on the basis of:
- 1 year of education for 1 year of experience; or
- 1 year of experience for 1 year of education
