The Community Standards and Neighbourhoods branch is responsible to enhance a livable city by building relationships with and between citizens and delivering quality services to create caring communities that are safe, healthy, vibrant, and inclusive. The branch works directly with citizens, neighbours, and businesses to ensure urban spaces are clean, safe, connected, and livable.

Reporting to the Branch Strategic Planner Policy Team Lead of the professional standards, development, and logistics team, the Policy Analyst will be tasked with policy writing and researching for continuous improvement and integration accountability while balancing the needs of stakeholders and the public with the realities of fiscal responsibility and timelines. The Policy Analyst will support branch action plans that contribute to the development of the continuous improvement methodology, assess, prioritize and align initiatives and policies for the branch. This includes seeking opportunities to foster integrated approaches with internal and external stakeholders, using best and emerging practices and approaches in Edmonton while meeting branch and corporate goals and priorities. These goals and priorities will include providing support for the Peace Officer and enforcement programs, the Community Safety and Well-Being Strategy, Indigenous Framework including trauma-informed reconciliation opportunities between enforcement and the communities they impact, Equity, Diversity and Inclusion and the 30x30 initiative. The Policy Analyst will initiate,and complete project work related to advancement of these plans. They will ensure projects are developed in a meaningful and effective way, with an inclusive lens while balancing evolving corporate needs.

The work of the professional standards, development and logistics team is increasingly high profile, complex and a priority of the branch. The Community Standards and Neighbourhoods branch has begun to think differently and recognizes the need to be strategic, thoughtful and intentional about its work, specifically with enforcement practices.
- Develop, write, review and modernize branch policy and procedures, including maintenance of an inventory and update schedule.
- Provide input into the development of corporate methodologies, templates, and tools for continuous improvement, project and initiatives.
- Collaborate with internal and external stakeholders to advance the implementation of the Community Safety and Well-Being (CSWB) recommendations and anti-racism work
- Support ongoing consulting, training, implementation and the evaluation of GBA+ in the Community Standards and Neighbourhoods Branch with enforcement practices
- Liaise with the corporate Diversity and Inclusion team to align work with corporate priority and approaches
- Liaise with other departments and branches (i.e. ETS, PARS, OCT, etc) to remain current on information and emerging issues to inform and update materials, identify trends, and recommend actions based on information gleaned
- Develop, implement, and measure project performance management framework(s) for long-term evaluation and improvement
- Work with corporate, department and branch stakeholders to identify and prioritize annual projects/initiatives to advance services delivered to citizens
- Facilitate and support the branch by integrating corporate and branch initiatives into the strategic and business planning processes resulting in developing and maintaining strategic plans and initiatives, ensuring alignment with department and corporate plans and strategies.
- Develop and monitor data and evaluation frameworks when applicable to projects and work of the branch, including proficiency in evaluation from a worldview, learning and implementing decolonized approaches to research and evaluation
- Support and align continuous improvement projects in multiple branches with varying roles across a diverse group of stakeholders through influence
- Support and implement the development of performance monitoring tools with limited support.
- Managing and balancing multiple competing priorities
- Working with extended leadership teams (DCM, BMs, Directors, Managers, Supervisors) and ensuring their needs/expectations are met.
- Resource Management - Create and recommend plans to ensure the work required is resourced appropriately (human, equipment, material, etc.). The Policy Analyst I is accountable for leading multiple functions/projects and makes decisions on how to balance competing resource needs within their portfolio
- Operational - providing support for decisions regarding the best methods or alternatives for delivery of continuous improvement initiatives and processes for the Department and four Operational Branches.
