The Principal Planner plans and supports the delivery of intermunicipal and regional projects that create advance regional prosperity, increase the efficient use of land and infrastructure, and foster enhanced regional partnerships. The Planner is responsible for the initiation, development, resolution and completion of a variety of projects and assignments, requiring independence, innovation and judgment.
As Principal Planner, you will play a crucial role in developing and leading projects that will drive regional growth and prosperity within the City of Edmonton and the Edmonton Metropolitan Region. This multifaceted role involves strategic land use planning, project coordination and policy creation that will enhance the City of Edmonton’s regional position, promote sustainable development, and foster an environment conducive to regional economic development.
In this position, the Principal Planner will build and foster relationships with regional partners and industry organizations, as well as collaborate internally with other Branch leaders responsible for supporting regional development and building investment readiness. To support engagements with regional and industry events, this position will occasionally require working outside of regular working hours on an as-needed basis.
With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:
- Develop and deliver projects, policies and procedures related to regional-level strategic topics that promote and achieve the City of Edmonton's strategic goals; work can support the coordination of land use, transportation, services, economic development and other opportunities between two or more partners
- Provide leadership on complex projects involving external stakeholders from diverse functional areas, using project management and business analysis skills; this includes preparing requests for proposal; consultant selection and bid award; developing work programs; providing direction, monitoring and evaluation of project deliverables; and managing project resources
- Develop interjurisdictional agreements and policy, and coordinate detailed interdisciplinary studies and reports in support of plan and policy development
- Plan and facilitate internal engagement across relevant City departments to identify key issues and opportunities for cross-departmental coordination of policy review, land use planning and development
- Compile data and prepare briefing notes for City Council, senior administration, other City business areas and contribute to briefing notes for outside agencies, media, and the general public
- Undertake research of best practices and policies in other jurisdictions to support internal decision-making on regional strategy and policy
- Provide advice and consultation services to various internal stakeholders regarding the potential impacts of regional scale City policies, supporting internal understanding of the needs and interests of regional partners
- On the direction of senior administration, consult with regional partners and stakeholders to deliver and advance regional development principles, ensuring the City’s interests are understood, and supporting clear understanding of the activities and interests in other municipalities
- Build relationships with counterparts from other regional municipalities that support the City’s regional strategy
- Perform other related duties as required
**Qualifications**:
- Bachelor's degree in urban planning, management, economics, political science, business or a related field
- 4 years of progressively responsible planning and policy experience that includes working with interdisciplinary or intergovernmental teams, and politically sensitive environments
Assets:
- Registered Professional Planner (RPP) Designation through the Alberta Professional Planners Institute is an asset
- Advanced regional planning expertise in best practices for the delivery of regional projects, policies and procedures is an asset
- Experience in industrial economic development would be considered an asset
- Knowledge of land use planning, infrastructure delivery, regional economies, economic development, provincial regulations, and statutory documents related to regional development (for example Area Structure Plans, Municipal Development Plans, Intermunicipal Development
