If this sounds like you we would love to have you join the Open City & Technology branch as our Team Lead of the Vendor Management Office (VMO). Reporting to the Program Manager, Vendor and Asset Management, the Team Lead (VMO) will lead the team accountable for the management and governance of IT-related Vendor Contracts, Purchase Orders and Invoicing.

The VMO Team Lead is responsible for maintaining relationships and critical communication channels between leadership teams and staff across the City and vendor community. This position often interacts outside the team and Open City and Technology environment, submitting proposals to management, collaborating and contributing to roadmaps and future planning, working with Business Areas on plan and process developments and forecasting, and consulting with senior stakeholders.

**What will you do?**

**Team Leadership**:

- Performs problem-solving; conducts oversight of resource allocation, time and on-call work assignments
- Performs attendance and performance management of the team
- Maintains critical communication channels between the leadership team and staff
- Continues to develop new methods and organizational capabilities (including automation) for providing and managing VMO services
- Align service contribution to clearly stated business and financial goals and performance targets
- Plans and oversees the implementation of processes and procedures, tools and techniques for monitoring and managing the performance of VMO services

**Vendor & Contract Management**:

- Identifies and manages resources needed for the planning, development, and delivery of technology contracts and procurements and related services
- Engages with and influences senior-level stakeholders and project teams through change management processes and negotiations, ensuring that the new and existing agreements and procurements are managed to provide service and integrity
- Takes full responsibility for estimating, planning and objective setting with the team
- Monitors performance and takes corrective action where necessary and in line with policies
- Provide operational and strategic guidance in support of large and highly complex contractual relationships and define and quantify the associated risks
- Creates, maintains, and participates in current and future state planning and other related duties as required
- Champion continuous improvement programs, jointly developing strategies and incentives to enhance performance
- Undertakes comprehensive financial evaluations and budgetary reviews. Provides oversight to ensure non-discriminatory behaviors and legal compliance with regulated procurement practices

**Vendor Governance**:

- Ensure effective vendor governance for business areas across the organization
- Monitor and resolve supplier performance issues to ensure adherence to the contracted terms
- Leads agreement negotiations to capture the City's best interests and create a mutually beneficial outcome for all parties
- Leads continuous improvement programs, jointly developing strategies and incentives to enhance team performance
- Ensures non-discriminatory behavior and ensures legal, directive, and regulatory compliance

**Planning**:

- Performs comprehensive planning activities, including operational and strategic plans and procedures, troubled areas and bottlenecks, and establishing operational parameters
- Responsible for prioritizing and delegating responsibilities and accountabilities to the team; planning the timing of activities; monitoring progress; scheduling acquisition of technology and resources
- Performs other related duties as required

**Qualifications**:

- Degree in a related discipline and a minimum of 6 years relevant experience **OR;**:

- Post secondary diploma in a related discipline and a minimum of 7 years relevant experience
- IT technical procurement and management experience
- Experience at the Team Lead or Supervisor level
- Business operational experience
- IT architecture/technology planning experience
- Contract/RFI/RFP management experience

**Assets**:

- Supply Chain Management Professional Designation
- Experience in IT vendor sales
- PMI certification
- Supply chain management, legal or audit work is desirable
