Parking and Capital City Clean Up Manager

Reporting to the Director of Complaints & Investigations, the Parking and Capital City Clean Up Manager provides management, coordination, policy setting, budget, training, contract evaluation and performance management in support of Edmonton's Contract Parking Enforcement Services and Private Agency Parking Program.
The Manager also oversees the broad responsibility for managing the many components of the Capital City Clean Up Program, with a mandate of creating a cleaner, safer, more inviting City, by integrating and mobilizing various civic operations, the business sector and the community. To ensure the success of the program, this position is responsible for setting the strategies and performance of a high-functioning team, whose goal is to achieve target outcomes in several key components of Capital City Clean Up where day-to-day involvement is required.

- Responsible for coordinating, monitoring, contract management, and overseeing the delivery of parking enforcement services for the City of Edmonton
- Develop and implement parking enforcement strategies and tactics to assist internal and external stakeholders and address community-specific parking concerns
- Provide deployment, strategy, and financial oversight and coordination for the City's private agency parking enforcement program
- Manage all aspects of program development, social marketing, stakeholder relationships, and community outreach in support of Capital City Clean Up to achieve long-term, sustainable behaviour changes in the community and high levels of participation in litter and graffiti reduction and other beautification and "pride in place" initiatives
- Develop and maintain strategic external relationships that support and impact the achievement of Capital City Clean Up and parking enforcement goals
- Provide direct supervision and ongoing direction to a team of up to 11 staff
- Performance management, evaluations, training, OH&S standards and reporting requirements
- Work in conjunction with contract managers to ensure service levels and requirements are met
- Responsible for recommending Bylaw Parking Officers to be appointed as Peace Officers to engage in towing vehicles, as authorized under the Traffic Safety Act and appointed by the Solicitor General
- Participate in both the planning and execution of the implementation in the design and build phases of programs and contracts
- Determine data analysis procedures and use analytic tools to evaluate performance
- Develop monthly, quarterly and annual reports on success and productivity of programs
- Provide input to the Director with managing, oversight and developing the operational budget
- Represent management during employee grievance hearings
- Deal with the general public on questions, inquiries, and issues. Respond to various inquiries and requests from all levels of the City including Councillors and Mayor's Office in a timely and accurate manner
- The primary resource for all media regarding public education for parking and Capital City Clean Up and provide timely and appropriate response to media on politically sensitive matters
**Qualifications**:
- A degree in Business Administration, Criminal Justice, Criminology, Marketing, Community Development, or a related field
- A minimum of 7 years of public contact experience, including 3 years of relevant bylaw enforcement experience and/or program development
- A minimum of 4 years in a related supervisory capacity, minimum of 2 years’ experience in project & event management, and minimum 2 years experience in RFP processes and contract management.
- Excellent organizational skills, writing skills, communication skills
- Ability to work in cross-functional teams, across programs and work collaboratively to share resources and information
- Ability to make sound decisions with an understanding of budgetary and political implications
- Ability to critically analyze issues to make decisions, recommend viable and effective solutions and summarize and manage information
- Considerable knowledge of applicable bylaws, standards and regulations pertaining to work; including relevant legislation, regulations, policies and procedures
- Consulting and conflict resolution skills including the ability to handle and address controversial situations
- Demonstrated skill in preparing or reviewing administrative technical reports and in making recommendations
- Program and Policy Development, research and recommendations
- Ability to prioritize response and discretion to high-level or sensitive matters
- Event management and coordination is an asset
- Hire is dependent upon a Police Information Check including Vulnerable Sector Check satisfactory to the City of Edmonto
