**The Role**:
Reporting to the Branch Manager, Open City and Technology, the Director will develop, implement and manage a comprehensive Information Security Office. The portfolio includes Governance and Compliance Services, Security Operations Services, IT Disaster Recovery and Business Continuity Services and Enterprise Identity and Access Management Services.
The above services and outcomes are delivered leveraging both internal staff and external providers, and, this role is vital to ensure the seamless delivery of services.
**Goals and deliverables**:
- Develop and implement information security strategies that incorporate mandates from Branch Leadership as well as the City’s Executive Leadership Team to ensure the ongoing, reliable, stable and safe operations of the City of Edmonton’s computing environments
- Take a leadership role in the development, implementation, management and monitoring of information security programs and policies
- Take the custody, care and control of all aspects of our citizen and enterprise-wide data from threats both externally and internally
- Safeguard intellectual property and protection of IT technology assets against internal and external disruptions and threats
- Compliance governance to monitor and track each business units’ compliance to internal security policies, customer and regulatory requirements
- Create ongoing education and awareness to all employees in the proactive prevention of information security threats
- Provide oversight for as well as deliver information security risk assessments, incident response and investigations. Provide and action remediation recommendations where required
- Develop strategies to minimize the impact of security incidents by ensuring that all resources are quickly returned to normal operations, while considering improvements needed and lessons learned
- Be responsible for coordinating and conducting the auditing of existing systems, while directing the administration of security policies, activities, and standards
- Participate as a member of the Branch senior leadership team in development of processes in support of the organization’s long-term security strategy and risk appetite
- Provide oversight for the development and communication of security strategies to mitigate risk arising from new projects and changes to existing practices
- Coordinate Incident Response Planning (IRP), Business Continuity Planning (BCP), Disaster Recovery Planning (DRP), awareness, consultancy and assistance to the business in order to ensure that all business units
- Review their critical processes by conducting a Business Impact Assessments (BIA)
- Have up-to-date Business Continuity Planning (BCP) documentation.
- Participate and lead IRP, BCP, and DRP testing
- Understand customer and regulatory compliance requirements as they relate to information security requirements on service providers
**Qualifications**:
- Knowledge, training and/or education in Business, Computing Science or other related disciplines
- Experience in leading a risk management and security team across a complex enterprise, including partner-lead and cloud-based solutions
- Experience in large scale, enterprise-wide security intrusion monitoring, detection, and incident remediation activities
- Enhanced knowledge of cyber security trends, technologies, and their applicability to the IT industry
- Equivalent Combinations of education and experience may be considered
**Assets**:
- Masters Degree or equivalent would be considered an asset
- Demonstrated track record in the oversight and delivery of Security Operations services and capabilities in an enterprise environment, spanning more than 70 distinct lines of business, more than 15,000 employees and multiple locations of varying sizes
- Certifications in one or more of the following: CISM (Certified Information Security Manager), CCISO (Certified Chief Information Security Officer), or CISSP (Certified Information Systems Security Professional) would be considered an asset
- Established relationships with other experts in the Security community both locally and internationally
- In depth understanding of current security approaches, emerging technologies and threats and opportunities
