Program Manager, Open Space Infrastructure Delivery

The Integrated Infrastructure Services (IIS) Department operates with a vision to inspire trust among citizens and Council by demonstrating a steadfast commitment to delivering high-quality infrastructure. Within IIS, the Building Great Neighbourhoods Branch serves as a critical link between internal s and external stakeholders, ensuring effective communication during the delivery phase of infrastructure projects.
The Program Manager plays a pivotal role in this effort, employing diverse project management and supervisory methodologies to oversee all aspects of project delivery, including detailed design, construction, and warranty phases.
In addition to offering direction and oversight to project managers and coordinators, this function encompasses the coordination of reporting and work assignments, guaranteeing comprehensive program management for both capital projects and initiatives driven by the community.
**What will you do?**
**People Leadership**
- Mentor and coach staff; foster a culture of collaboration and networking amongst project teams, across the city
- Ensure Project Managers/Project Coordinators are empowered and have the competencies, tools, and equipment required for them to perform
- Develop and implement staff performance development and management plans
- Hold project teams accountable for the key deliverables throughout the lifecycle of a project and ensure that processes and policies are being adhered to
**Project Management**
- Manage a team of Project Managers/Project Coordinators to deliver a series of projects on time, on budget and within scope
- Oversee and manage overall risks associated with the program and projects, ensuring the protection of the City's interests and reputation
- Ensure the use of project management systems and best practices to deliver projects efficiently and effectively by using the City’s Project Management Reference Guide
- Oversee the delivery of comprehensive communications with all stakeholders throughout the delivery phases of projects. Plans, budgets, monitors, reports, aligns and assigns the projects in a way that optimizes the skills and internal resources available to support a series of projects
- Develop and implement unit processes and oversee performance measures to ensure successful delivery of projects
**Qualifications**:
- Knowledge, training and/or education in a related field such as Landscape Architecture, Civil Engineering, Business, or Project Management
- Equivalent years of relevant industry experience may be considered as a substitute for formal education

- Experienced leader: You've successfully led Project Managers/Project Coordinators and diverse teams to deliver projects, and you can manage and work effectively with external consultants too
- Skilled communicator: You have excellent written and verbal communication skills, including creating reports and delivering presentations. You can also develop and implement communication plans to keep everyone informed

**Conditions of employment & work environment**:
- **Up to**: 1 Permanent, Full-time position
- **Hours of work**:36.9 hours per week, Monday - Friday. This position may be eligible for the Hybrid Work Program.
- **Salary Range**:$89,766 - $128,237 (Annually)
- Hire is dependent on a Criminal Records Check (CRC) security clearance that is satisfactory to the City of Edmonton and is a requirement of this position, there may be a cost associated with this requirement.
