**Job Summary**:
The Human Resources Business Partner (HRBP) is a member of the Human Resources leadership team who actively integrates the Region’s Strategic Plan and its people management practices. The HRBP will advise senior leaders on human capital initiatives and on building and equipping high performance teams.

The HRBP combines senior-level mastery of human resources management with a sophisticated understanding of the Region’s strategic objectives and deep line-of-business expertise. HRBPs will work with the Region's leadership to ensure the strategies for acquiring, developing, and retaining talent align with Region’s objectives for EDI, employee experience, and strategy to provide end-to-end digital services for residents and employees.

**Duties & Responsibilities**:

- Build inclusiveness and belonging by embedding equity, diversity and inclusion (EDI) principles in all management practices
- Collaborate with HRBP and Centre of Excellence (COE) colleagues to execute strategies that enable the Strategic Plan, enhance the employee experience, and make colleagues successful
- Act as key change advocate for the Region's digital strategy, including the successful implementation of SAP SuccessFactors
- Build team and employee capabilities that accelerate the transformation to a digital-first organization and culture
- Provide empirically-based business insights to leaders that drive continuous operational and employee experience improvement
- Establish workforce forecasts and succession plans that optimize talent management and support career paths
- Provide timely and coordinated plans for leaders to respond to employee feedback and sentiment trends within the employee survey framework.
- Provide client-informed perspectives on the design and development of HR lifecycle programs created by COE teams
- Execute the portfolio of HR lifecycle programs created by COE teams, including: workforce planning, integrated talent and performance management, EDI, and change management
- Practice constant professional self-development and promote learning in others by proactively sharing information and expertise with colleagues

**Skills & Qualifications**:
**Essential**:

- **People advocacy**: able to build organizational culture and workplace where people can belong, to facilitate open communication, navigate change and act as a steward for the Region’s values. Possessing a deep and demonstrated commitment to equity, diversity and inclusion
- **Human Resources mastery**: applied knowledge across the full range of human resource management functions (talent acquisition; organizational development; total rewards; employee health, safety and wellness; and employee relations) and the employee lifecycle; possessing specialist experience in at least one HR functional competency and generalist knowledge in other HR functions. This level of expertise would be built over 10 to 15 years progressive experience in a large multi-service organization
- **Data literacy**: able to read, apply, create, translate and communicate data to influence business decisions
- **Digital dexterity**: able to adopt digital HR solutions, superior employee experiences and leverage technology to drive value at scale

**Preferred**:

- Digital transformation talent and change management experience
- Experience using SAP SuccessFactors or comparable human resources information system
- Municipal public sector experience
