Reporting to the Director, Human and Strategic Resources, the Manager, Human Resources is responsible for the provision of overall Human Resources (HR) Services provided by the department. The Manager will collaborate with the Director on specific HR departmental leadership succession planning.

The Manager, Human Resources provides direction to the Human Resource Advisors team in the provision of quality HR services and acts as an advisor and coach to the leadership team. This role identifies opportunities, develops solutions, and supports leadership with advice on performance management, leadership development, organizational capacity, and workforce planning.

A narrow selection of the larger scope and responsibilities for this position are as follows:

- Oversees and is accountable for the effective provision of HR services at an operational level.
- Acts as a trusted advisor and coach to the leadership team. Builds knowledgeable program understanding and relationships.
- Supports and champions diversity, equity, and inclusion in conjunction with the Director of Indigenous Relations and Program Development and recognizes, creates, and implements plans to promote diversity within Cool Aid.
- Leads the development and implementation of assigned projects including new HRIS Systems.
- Supports the recruitment team to help create a strategy that appeals to diverse applicants. Identifies external trends and best practice which will increase diversity among the workforce.
- Participates in the development, implementation and evaluation of HR programs and services, including coaching and guiding managers, performance management, and employee engagement.
- Supports a coordinated and consistent approach to service delivery by promoting integration and communication.
- Provides day-to-day guidance to HR Advisors. Supports staff in developing and achieving their goals and objectives and to identify development needs. Ensures actions are taken to maintain a respectful and safe work environment and a productive team environment.
- Works closely with peers, the union, and others to develop a collaborative approach to problem solving, communication, anticipating issues, resolution, and implementing required changes.
- Participates as part of the Human and Strategic Resources leadership team in the development of goals and objectives, policies, and service priorities.
- Identifies and communicates service needs to the Director, Human Resources. Analyses and reports on variances and recommend and implements remedial action.

**QUALIFICATIONS**

**Education**
- A level of education, training, and experience equivalent to a Bachelors' degree in a related discipline such as Human Resources, Business, or Organizational Development.
- CPHR designation preferred.

**Experience**
- A minimum of seven (7) years' related experience including two (2) years of people management experience.
- Solid understanding of human resource practices, related legislation, and applicable collective agreement.

**Requirements**:

- Complete the Ministry of Public Safety and Solicitor General Criminal Record Check.
