The Public Sector Employers’ Council Secretariat (PSEC Secretariat) carries out the mandate of the Public Sector Employers’ Council, which is responsible for strategic coordination of labour relations, total compensation planning and human resource management for the broader provincial public sector. It also represents the B.C. government in its role as a partner in public sector pension plans.

The Manager, Labour Relations, supports senior secretariat staff in the achievement of Government's key Labour relations and excluded compensation goals. This position provides authoritative advice to public sector employers, assists with the implementation of Government's collective bargaining mandate, conducts research and analysis, and develops briefing documents, including decision notes and materials for Cabinet presentations, Treasury Board submissions and estimates. The position has linkages with other Ministries and works closely with Employers' Associations and public sector employers to ensure compensation and Labour relations mandates and policies are consistently implemented.. This strategically oriented, results-based position supports and provides advice and recommendations for senior secretariat staff, including the Executive Director and Assistant Deputy Minister. In addition, the position will provide leadership to staff within the organization.

**Job Requirements**:

- Bachelors degree in public administration, commerce, business or public administration, finance, economics, social sciences, industrial relations or related field and minimum of three (3) years of *related experience. An equivalent combination of education and experience may be considered.
- Related experience - a minimum three (3) years in a combination of the following:

- Experience with policy development and implementation.
- Experience communicating research findings and policy decisions, and providing concise recommendations both verbally and in writing, in one-on-one and group situations.
- Experience developing research and briefing materials for senior staff and/or senior officials.
- Experience effectively navigating and negotiating results within highly complex and often politically sensitive environments.
- Experience establishing functional relationships and strategic partnerships with various levels of stakeholders.
- Experience managing a diverse number of high value / high sensitivity projects in a coordinated and strategic manner with a focus on organizational discipline and results.
- Experience leading and working within a team on a wide variety of complex and at times politically sensitive policy and legislative activities.

Preference may be given to applicants with:

- Experience in labour relations and/or collective bargaining.

WILLINGNESS STATEMENTS
- Work extended and irregular hours during peak bargaining periods to meeting tight deadlines with often very limited notice.
- Occasionally, this position may require some travel - often on short notice.
