BCIT’s Organizational Development department is seeking a regular, full-time (1.0 FTE) Director, Organizational Development. This position directs the development and delivery of strategies, plans, programs and initiatives aimed at continuously developing the Institute and its people in support of the mission, vision, values and key objectives. Responsible for leading, designing, implementing and measuring the effectiveness and achievement of a diverse portfolio that includes employee engagement, professional development, performance management, change leadership, employee onboarding and workforce/succession planning. The Director serves as an agent of cultural change, supporting the development of an engaged, innovative, and future-focused environment that supports a progressive and dynamic organization.


Duties & Responsibilities
  • Participates as a member of the VP’s leadership team, providing input to development of the department’s over-arching strategies and sharing responsibility for achievements and success. Develops strategies, plans, policies, procedures, practices and standards for the department and oversees all employee groups’ professional development funds.
  • Acts as a strategic advisor and collaborates with the VP and PCI leadership team, and the Executive Team, as appropriate to develop strategies and plans aimed at continuously developing the Institute and its people in support of the mission, vision, values and key objectives.
  • Serves as an agent of cultural change, supporting development of an engaged, innovative, and future-focused organization. Provides the necessary coaching, processes and tools that position leaders to make a difference to the organization through their change initiatives.
  • Partners with leaders at all levels across the organization to assess the current state and to identify organizational, leadership and professional development capabilities and requirements. Develops a roadmap to achieve desired outcomes, and continuously monitors progress and achievements.
  • Provides strategic coaching, facilitation, and advice to the President and the Executive Team on all aspects of organizational culture, leadership, development, engagement and related programs and initiatives. Identifies issues that may affect the overall health of the organization, and provides insight, expertise and recommendations on corrective strategies.
  • Leads a team and actively participates in development and management of a diverse portfolio of programs and initiatives in the areas of cultural change, leadership, employee engagement, professional development, performance management, strategic workforce/succession planning, and employee onboarding.
  • Continuously researches best practices, trends, and methods to identify potential opportunities for departmental programs and initiatives, with an emphasis on identifying and leveraging technology to optimize program capabilities and delivery with leading edge and innovative solutions.
  • Develops a framework of policies, practices, and processes including problem solving and decision making, ensuring the necessary controls are implemented to mitigate risks and leverage opportunities as they emerge.
  • Liaises with other Human Resources leaders to ensure a strategic, integrated approach for all program development and delivery to foster optimal success.
  • Ensures compliance with Freedom of Information/Protection of Privacy (FOI/POP) legislation regarding the collection, use and disclosure of information.
  • Manages directly and indirectly reporting staff, overseeing and participating in selection, coaching, mentoring, development, performance management and all other people-management practices.

Qualifications
  • Master’s degree in organization development, human resources or other relevant discipline, plus achievement of a designation in organization development or change leadership.
  • Minimum of 10 years of experience in progressively responsible positions including organization, leadership, and professional development, as well as change leadership, preferably in the public sector.
  • A combination of education and experience may be considered.
  • Expert knowledge of the concepts, theories, practices and techniques of organizational, leadership and professional development, change leadership, engagement, performance management, and strategic workforce/succession planning.
  • Excellent interpersonal, collaboration and conflict-resolution skills to establish and sustain relationships across all levels, including management in a unionized environment.
  • Advanced business acumen to develop diverse organizational development programs and initiatives to support the Institute’s mission, vision, values and key objectives.
  • Expert communication skills to provide strategic coaching and advice and facilitation to all leaders and across all levels of the organization.
  • Advanced written, verbal communication and presentation skills.
  • Advanced analytical and problem-solving skills to assess the organization’s current state from an organization development perspective, identify issues that affect the overall health of the organization, and provide recommendations and coaching on corrective strategies.
  • Strong leadership skills and the ability to manage a team of professionals; ability to build a strong collaborative and professional team-based environment.
