Working as system partners, the Health System Performance and Accountability Portfolio enables the Ontario healthcare system to provide high-quality, equitable care, through:

Development, implementation and operations of funding policy and innovative funding models, with the goal of leveraging funding to align with overall program goals and drive value and performance in the system,.

Development, issuance and management of Agreements that align system goals and funding in order to drive strong system accountability.

Standardization and implementation of best practice for performance management across the province- including a coordinated approach to target setting, monitoring, and escalation to support quality improvement and accountability.

Coordination of engagement between Regional teams and the OH provincial office (including Regional Cancer Programs), thereby facilitating effective, streamlined collaboration for system improvement.

The Performance and Accountability department within the Health System Performance and Accountability Portfolio is responsible for ensuring that every patient in Ontario has access to high quality care, by working with partners to lead and coordinate Ontario Health's accountability and performance processes. Additionally, the Performance and Accountability Department acts as a liaison to regional partners across identified service areas. This includes acting as a key point of contact with OH regions on topics of performance and accountability, Regional Cancer programs etc.

This is an exciting opportunity to apply your health systems knowledge, communications, and strong project management skills to the work of cancer system oversight. As a member of the Performance and Accountability Department, the Lead will engage with internal and external stakeholders on the advancement of cancer system priorities, including through strategic planning, performance monitoring and management, and issues and crises management.

Here is what you will be doing:

Work with provincial and regional stakeholders to identify priorities for performance improvement in the cancer system.

Lead the operations and ongoing staff education for one or more organizational guidelines, related to performance management, issues and crisis management, and/or regional communications.

Proactively identify and escalate risks and issues to cancer system oversight functions and provide thorough and practical recommendations to management to mitigate risks and resolve issues. Ensure interdependencies are recognized and addressed in a streamlined fashion.

Work with team members to manage the regular cycle of reporting on the performance of the Regional Cancer Programs and/or progress against the Ontario Cancer Plan.

Support integration with Ontario Health departments, including close collaboration with Cancer Care Ontario programs and analytics and informatics teams.

Understand, interpret and clearly communicate complex data analysis and results related to treatment/service volumes, funding, performance against program expectations and reporting requirements, etc. to all levels of stakeholders.

Support collaboration and effective communication between Ontario Health and the Regional Cancer Programs, and among the Regional Cancer Programs.

Flag performance concerns through regular monitoring of performance data and consult with cancer programs on strategies to address performance challenges with facilities and regional stakeholders.

Develop and deliver analysis, reports, business cases, methodology documents, communications, presentations, briefing notes and research publications, as necessary for internal and external stakeholders.

Act as a primary liaison and source of information on the Ontario Cancer Plan for internal and external stakeholders and support the development of the next cancer plan.

Lead cross-organizational working groups, as needed.

Secretariat support for provincial leadership tables.

Supports the team's commitment to respect equity, inclusion, diversity and anti-racism.

Work in a self-directed manner, providing leadership and mentorship to junior staff.

Perform cross-functional tasks and/or other duties within the Health System Performance and Accountability

Here is what you will need to be successful:

Education and Experience

Master's degree (preferred) or undergraduate degree in an appropriate discipline (e.g. health services research, health/business administration, health sciences) and five to eight years of experience, including at least three working within the healthcare sector and leading/enabling large-scale strategic projects; or equivalent combination of education and experience;

Project management certification required

Experience working with a diverse array of clinical experts and health care administrators;

Experience as a Project Manager with proven success in planning and implementing health service delivery re-design and change management initiatives

Familiarity with organization and delivery of healthcare in Ontario; understanding of cancer services and/or work experience in an oncology setting and/or experience implementing clinical tools are preferred

Knowledge and Skills

A masters-level degree from a recognized post-secondary institution, or undergraduate degree with equivalent experience

At least three years of related healthcare experience, or an equivalent combination of education and experience

Demonstrated project management skills and experience

Prior healthcare experience is an asset

Experience working with large data sets for analysis and reporting is preferred

Excellent organization skills and high attention to detail is required

Excellent written and oral communication skills

Strong critical and analytical thinking and problem-solving skills

Ability to multitask and prioritize assignments to meet timelines

Demonstrated ability to work as a member of a team and independently, using sound judgment

Comfortable working in a dynamic and fast-paced environment

Proficiency in the Microsoft Office suite including Word, Excel; ability to learn new software skills quickly

Employment Type: Temporary Full Time, fixed term contract of 14 months

Salary Band: 6

Location: Toronto, Ontario (currently hybrid; subject to change)
