The project:

Mace, Systra and Comtech (MCS) are three firms that have joined together to work in partnership with Metrolinx to radically improve Ontario’s public transport through the extension of two Subway lines. Collectively we have two challenges. Firstly, to grow and adjust the delivery organizations capability over the program lifecycles, and secondly to support the development of the right culture to support the collaborative forms of contract being adopted.

The capability and change lead is responsible for overseeing the people and organizational aspects of a transformation program which requires upskilling, growth, team building, culture and organizational efficiencies/effectiveness. Leading the design and implementation of strategies and initiatives for all people centered transformation activities. They will play a key role in planning and implementing the capability and organizational developments required as the two projects within the subway extensions program move through their lifecycles. This role will report to the head of transformation and involve working closely with the client’s leadership team and central functions. It will require strong interpersonal skills and a natural bias to working collaboratively within and across organizations.

Responsibilities: 

Leada multi-disciplinaryteam that deliverswork including project chartering; projects resource/capabilityplanning(tosupportclientdevelopmentthroughtheprojectlifecycle); competencyframeworkdevelopmentandmanagement;knowledgetransferprogram design andimplementation;learningand development;and changemanagement DeliveragainstKPIsbothinyearandoverthedurationofthecontractasagreed. Planandmanagetheprovisionofchangemanagementsupportfortheprogramof transformationinitiatives.Tosupporttheseefforts,upskillprojectteammembersaschange agents Deliver thepeople-oriented initiatives within thetransformation program,as identified from maturityandcompetencyassessmentgapsandalignedtoclientobjectives.Theseareoutlined further in the following bullet points Drivecollaborationandprojectteams’effectivenessthroughprojectcharteringalignedto Metrolinxvaluesandbehavioursandthrough appropriatetrainingcoursesandteambuilding workshops,complementedbypersonalityandbehaviourinsightmodelsasrequiredforsuccess with progressive contracting WorkwiththeHeadofTransformationandtheSubwayExtensionsleadershipteamtoestablish theexistingandrequiredcapability (skills)profileandaidedbythis,provideprogramlifecycle resource planning and organization design support Rolloutaprogramofcompetencyassessments,inlinewithMetrolinx’sframework,including developing curriculum where required Supportedbythecompetencyframework,implementaknowledge(skills)transferprogramto upskillMetrolinxstaffintheskillsrequiredtodelivermega-projectssuccessfully,suchthatthe client can deliver similar future projects with limited consultant support WorkwiththeHeadofTransformationtocommissionanddeliverorganizationalcapability assessmentstotrackprogressagainsttherequiredcapabilities,potentiallyusingtheP3M3 model,andtotranslatetherecommendationsfromtheseintoactionstobuildmaturityto achieve client capability targets

You’ll also have:

Degree or equivalent with significant professional work experience in one or more specific disciplines within organizational development, change management or large-scale people transformation.

Rail sector and major projects experience preferred.

Achieved member or fellow status with one or more appropriate professional institutions.
