Job Summary

We are seeking a highly skilled and experienced Senior Urban Planner to join our team at Halifax Regional Municipality. As a key member of our Planning and Development department, you will play a critical role in shaping the future of our community.

Key Responsibilities
  • Supervise and direct a team of professional planners and staff, providing technical guidance and support as needed.
  • Act as a liaison between citizens, government agencies, developers, and elected officials, ensuring effective communication and collaboration.
  • Evaluate and process complex planning applications, including subdivision applications, permits, site plans, development agreements, and land use by-law amendments.
  • Prepare and present detailed reports and recommendations on planning matters to staff, boards, committees, and council.
  • Conduct field evaluations and assessments, ensuring compliance with municipal planning policies and regulations.
  • Represent the municipality on various planning-related issues, providing expert advice and guidance as needed.
  • Maintain regular contact and liaison with other HRM business units, community groups, and intergovernmental agencies, fostering cooperation and collaboration.
  • Direct and undertake research and analysis, leading multidisciplinary project teams and consultants as required.
  • Mentor and develop staff through delegation, coaching, mentoring, and training, ensuring effective performance and development.
Requirements
  • A Master's Degree in Community Planning or equivalent, from a university planning program recognized or accredited by the Professional Standards Board for Planning in Canada.
  • A minimum of six (6) years of related and progressive experience in a professional planning environment in an urban or regional municipality.
  • A Licensed Professional Planner as per the NS Professional Planners Act.
  • Valid Driver's License.
  • Supervisory experience will be considered an asset.
  • Graduation from HRM's Aspiring Leaders Program is considered an asset, and completion of the program is equivalent to one year of leadership experience.
Technical Skills
  • Advanced knowledge of planning philosophies, principles, practices, and techniques, including cross-functional knowledge involving other disciplines.
  • Well-developed knowledge of one or more planning disciplines, such as land use planning, community development, urban design, heritage conservation, housing, parks and recreation, transportation planning, or environmental/natural resources planning.
  • Demonstrated skills in project management, facilitation, conflict resolution, and negotiation, conducting presentations, communicating, influencing, and leading group discussions.
  • Ability to manage projects effectively and meet firm deadlines.
  • Knowledge and experience in construction processes.
  • Knowledge of the principles and practices of supervision, training, and personnel management.
  • Superior written and verbal communications skills, with the ability to clearly and persuasively present ideas and recommendations to management, decision-making bodies, committees, applicants, and citizens.
  • Knowledge of standard office software and technology, including Microsoft Office Suite, Internet applications, GIS, and other related systems and technology.
