Position Overview
The Halifax Regional Municipality is seeking applications for a permanent role of Planner II specializing in wildfire mitigation within the Halifax Regional Fire & Emergency (HRFE) department.
This position reports directly to the Wildfire Mitigation Program Manager and is tasked with delivering expert knowledge in fire and emergency services, focusing on risk evaluation, hazard vulnerability assessments, and fire mitigation strategies in urban settings.
Key Responsibilities
- Collaborate with municipal planning personnel to assess designs and management strategies in wildland urban interface areas, ensuring effective emergency response routes and adequate water supply for firefighting.
- Propose and implement strategies to enhance response and evacuation plans for regions at elevated risk of wildland fires.
- Evaluate urban development proposals to ensure sufficient firefighting water sources are available.
- Analyze the spatial relationship between residential/public zones and industrial facilities to ensure safety and compliance.
- Work alongside municipal planning and development teams to assess road construction, ensuring accessibility for firefighting vehicles.
- Provide comprehensive advice on emergency management, focusing on risk assessment and hazard vulnerability throughout all stages of residential and industrial planning.
- Contribute to the municipal urban planning strategy aimed at enhancing infrastructure for emergency evacuation routes.
- Review fire risk profiles in high-risk areas, utilizing expertise in wildland fire hazards and vulnerabilities.
- Offer insights into land-use and development plans for wildland urban interface areas.
- Assess municipal plans regarding building locations and designs in wildland urban interface regions.
- Focus on strategic urban planning to meet emergency response objectives in wildland urban interface locations.
- Partner with municipal planners to evaluate and endorse residential developments in low-risk areas.
- Collaborate on urban development reviews related to growth corridors and regional expansion plans.
- Prepare detailed reports and recommendations for HRFE proposals to relevant boards and committees.
- Assess municipal parks and biodiversity areas, considering wildland fire risks in planning.
- Recommend strategies for managing vegetation to mitigate wildfire risks to communities.
- Develop wildfire prevention strategies for critical infrastructure in high-risk areas.
- Perform additional related duties as assigned.
Qualifications
- A degree in an accredited planning program with a minimum of three years of professional planning experience, or a related field with five years of experience.
- Professional Planner designation or equivalent is advantageous.
- Experience in a municipal government setting is preferred.
- A master's degree in a relevant discipline is a plus.
- Valid class 5 driver's license or equivalent is required.
Knowledge and Skills
- Understanding of wildland fire behavior and management principles.
- Familiarity with Canadian FireSmart Program and Community Wildfire Protection Plans.
- Proficiency in data analysis and problem-solving.
- Strong presentation and training skills.

Work Status Permanent, full-time
