Urban Fire Planning Specialist

Position Overview
The Halifax Regional Municipality is seeking applications for a permanent role of Planner II specializing in Wildfire Mitigation within the Halifax Regional Fire & Emergency (HRFE). This position is pivotal in delivering expertise in fire and emergency services, focusing on risk assessment, hazard vulnerability, and fire mitigation strategies in urban planning.
Key Responsibilities
- Collaborate with municipal planning teams to assess designs and management strategies in wildland urban interface areas, ensuring effective emergency response routes and adequate water supply for firefighting.
- Propose and implement strategies to enhance response and evacuation protocols for areas identified as high-risk for wildland fires.
- Evaluate urban development proposals to ensure sufficient firefighting water sources are integrated.
- Analyze the spatial relationship between residential, public, and industrial zones to optimize safety and accessibility.
- Work alongside municipal staff to assess road network designs, ensuring they accommodate firefighting vehicle access and crew operations.
- Provide guidance on emergency management practices throughout all phases of urban and industrial planning.
- Contribute to the municipal urban planning framework to enhance infrastructure for emergency evacuation routes.
- Conduct reviews of municipal fire risk assessments in high-risk wildland urban areas, leveraging knowledge of fire hazards and vulnerabilities.
- Offer insights on land-use and development strategies in wildland urban interface zones.
- Assess municipal plans concerning proposed structures and their designs in wildland urban interface areas.
- Focus on strategic urban planning to meet emergency response objectives in wildland urban interface regions.
- Collaborate with planning staff to evaluate residential developments and promote growth in lower-risk areas.
- Review urban development plans and regional expansion initiatives within wildfire-prone areas.
- Prepare detailed reports and recommendations for HRFE proposals to relevant boards and committees.
- Assess municipal parks and biodiversity areas, considering wildland fire risks in planning.
- Provide recommendations for managing vegetation to mitigate wildfire risks in communities.
- Develop wildfire prevention strategies for critical infrastructures located in high-risk areas.
- Perform additional related duties as assigned.
Qualifications
- A degree in an accredited planning program with a minimum of three years of professional experience, or a related field with five years of experience.
- Professional Planner designation or equivalent is advantageous.
- Experience in a municipal government setting is preferred.
- A master’s degree in a relevant discipline is a plus.
- Valid class 5 driver’s license or equivalent is required.
Knowledge and Skills
- Understanding of wildland fire behavior and management.
- Familiarity with the Canadian FireSmart Program and Community Wildfire Protection Plans.
- Knowledge of Wildland Urban Interface principles and Home Ignition Zone strategies.
- Proficiency in data analysis and problem-solving.
- Strong presentation and training skills.
- Ability to interpret fire science and wildfire management trends.

Work Status
This is a permanent, full-time position with a standard workweek of 35 hours, though flexibility may be required.
