Position Overview
The Halifax Regional Municipality is seeking a qualified individual for the permanent role of Planner II, specializing in Wildfire Mitigation, within the Halifax Regional Fire & Emergency (HRFE) department.
Reporting directly to the Wildfire Mitigation Program Manager, the Planner II will provide expert knowledge in fire and emergency services, focusing on risk evaluation, hazard vulnerability, and fire mitigation strategies in urban settings.
Key Responsibilities
- Collaborate with municipal planning teams to assess designs and management strategies in wildland urban interface areas, ensuring effective emergency response routes and adequate water supply for firefighting.
- Propose and implement strategies to enhance response and evacuation plans for regions at elevated risk of wildland fires.
- Evaluate urban development proposals for adequate firefighting water sources.
- Analyze the spatial relationship between residential/public zones and industrial facilities to mitigate risks.
- Work alongside municipal staff to assess road construction, ensuring accessibility for firefighting operations.
- Provide guidance on emergency management, including risk assessments and hazard vulnerability across all phases of planning.
- Contribute to the municipal urban planning strategy to enhance infrastructure for emergency evacuations.
- Review fire risk profiles in high-risk areas, utilizing knowledge of wildland fire hazards and vulnerabilities.
- Offer insights on land-use and development within wildland urban interface areas.
- Assess municipal plans regarding building locations and designs in wildland urban interface zones.
- Focus on strategic urban planning to meet emergency response objectives for HRFE.
- Collaborate with planning staff to evaluate residential developments and promote low-risk growth areas.
- Analyze urban development plans and regional expansion strategies within wildfire-prone areas.
- Prepare detailed reports and recommendations for HRFE proposals to relevant boards and committees.
- Review municipal parks and biodiversity areas, considering wildland fire risks.
- Assess urban plans for vegetation management to reduce wildfire risks.
- Develop wildfire prevention strategies for critical infrastructure in high-risk areas.
- Perform additional related duties as assigned.
Qualifications
- A degree in an accredited planning program with three years of professional experience, or a related field with five years of experience.
- Professional Planner designation or equivalent is preferred.
- Experience in a municipal government setting is advantageous.
- A master’s degree in a relevant discipline is beneficial.
- Valid class 5 driver's license or equivalent is required.
Knowledge and Skills
- Understanding of wildland fire behavior and management principles.
- Familiarity with the Canadian FireSmart Program and Community Wildfire Protection Plans.

Work Status
This is a permanent, full-time position with a standard workweek of 35 hours, though flexibility may be required.
Salary
Compensation is based on the NSGEU 222 - Level 9 scale.
