About the Role



This leadership position focuses on providing organizational leadership, professional expertise, and strategic direction related to all aspects of HR at Douglas College. The Director of Human Resources will oversee labour relations, collective agreement administration, recruitment, and HR operations, while fostering a positive workplace culture and outstanding HR services.



Key Responsibilities


  • Develop and maintain strong partnerships with College leaders to understand departmental business and operating objectives and ensure effective delivery of HR programs and initiatives.
  • Provide senior-level advice and guidance to leaders on human resources, employee, and labour relations matters, ensuring they are informed and prepared to administer collective agreements and HR policies.
  • Oversee labour relations activities, including collective agreement administration, grievance handling, and arbitration processes to ensure consistency across the College.
  • Lead contingency planning for labour disruption, including essential service planning, and prepare the College to manage strike issues.
  • Lead or support workplace investigations and provide advice on outcomes, arranging external investigators or mediators as needed.
  • Direct the strategic and operational requirements for efficient and effective HR administration services, including recruitment, hiring, onboarding, and other HR functions.
  • Provide leadership, direction, and support to a team of human resources professionals, guiding them through effective guidance, mentorship, and team building.
  • Promote collaboration and service excellence, inspiring and motivating team members to foster commitment and trust.
  • Act as a change agent to build awareness of new HR processes and facilitate successful process, behavior, and cultural change.
  • Ensure compliance with legislative requirements and College policies.
  • Contribute to the Human Resources budget and strategic plan, managing the department operating budget through cost-conscious decisions.
  • Model the Douglas College Core Competencies.
  • Perform other related duties as required.


Requirements


  • Post-secondary degree in a related discipline, such as Human Resources, Law, or Business Administration, and a CPHR designation.
  • At least ten years of progressively responsible HR/labour relations experience in a complex unionized environment, with five years in a managerial role. Public sector experience is preferred.
  • Excellent knowledge of current labour, employment, and human rights law and related statutes and jurisprudence.
  • Experience leading and conducting workplace investigations.
  • Collaborative, people-centric approach to leadership and people development.
  • Strong business acumen with a passion for business partnerships and service orientation.
  • Superior written, presentation, and oral communication skills.
  • Ability to build relationships and influence at all organizational levels.
  • Demonstrated skills in diplomacy, negotiation, conflict resolution, and mediation.
  • Exceptional organization skills and ability to work independently in a demanding environment.
  • Solid project management skills, including experience with developing, leading, implementing, and evaluating HR projects and procedures.
  • Demonstrated ability to model professional, ethical, and collaborative behaviors consistent with this position.
  • Comfortable with technology, including a working knowledge of MS Office products.
  • Demonstrated abilities aligning with the Douglas College Core Competency Framework.
