About the Role
We are seeking a highly skilled and experienced Manager, Programming Implementation, IRAP Program to join our team at the National Research Council of Canada (NRC). As a key member of our IRAP Division, you will be responsible for leading the development and implementation of new programming, systems, and projects, as well as optimizing existing ones.
Key Responsibilities
- Lead the identification, development, and delivery of new programming, systems, and projects, as well as optimize existing ones.
- Develop and implement project management plans, track progress, and report on results.
- Provide strategic advice and recommendations to senior management on project and operational budgets.
- Lead performance planning and review of personnel, and make recommendations on training and development, promotions, and other human resource actions.
- Collaborate with multi-disciplinary teams to lead stakeholder consultations and work on large, complex, multi-organization projects and programs.
Requirements
- Undergraduate degree from a recognized postsecondary institution in a relevant discipline.
- Significant experience in supervising, managing, and developing staff, as well as managing project and operational budgets.
- Experience in management principles and practices, such as project management, change management, communication management, financial analysis, issue/problem management, performance measurement, human resources, risk management, and/or project administration.
- Recent experience in providing strategic advice and recommendations to senior management.
- Experience in building and managing stakeholder relationships within and across organizations.
- Experience in delivering Grants and Contributions programs.
- Experience in change management.
- Experience developing client-focused content or programming.
Asset Criteria
- Experience in executing complex projects and programs.
- Experience in functioning successfully in a constantly evolving environment.
- Experience in preparing organizational training strategies and guidance materials.
- Experience in technical writing and/or content management.
- Experience working in the science or technology field.
Language Requirements
Bilingual Imperative (English and French)
Assessment Criteria
Candidates will be assessed on the basis of the following criteria:
- Technical Competencies: knowledge of leadership and management practices and principles, knowledge of design, implementation, and evaluation of projects and/or programs and/or business applications, ability to analyze complex situations/documents and develop succinct recommendations, ability to lead, evaluate, or implement new processes, methods, systems, and/or applications, or practices that significantly improve operations, ability to communicate effectively both orally and in writing.
- Behavioural Competencies: management services - client focus, management services - conceptual and analytical ability, management services - initiative, management services - results orientation, management services - teamwork.
Compensation
The salary range for this position is $137,226 to $175,466 per year, plus a bilingualism bonus of $800 per year for those who meet the language requirements.
