About the Role

  • Establish and lead programs to enhance relationships with Indigenous groups, ensuring a consistent and comprehensive approach to providing information and support.
  • Maintain relationships with various Indigenous community groups, orders of government, and economic/business entities to facilitate open dialogue.
  • Lead discussions with Indigenous communities regarding proposed land use planning projects, policies, and plans for City Council consideration.
  • Communicate with Indigenous communities, the public, and City Council to interpret land use policy, assist in implementation, and ensure bylaw compliance.
  • Provide direct support for Indigenous-led economic and land development inquiries.
  • Support urban reserve creation efforts.
  • Manage projects, which may involve supervising staff and coordinating work with others.
  • Prepare reports and presentations for Municipal Planning Commission, Committees of Council, and City Council.
  • Stay up-to-date on current and emerging trends in land use planning, land development, and economic development, with a focus on Indigenous communities and organizations.
  • Support inclusive engagement in City-led planning initiatives.
  • Offer professional and technical support to senior staff.
  • Handle sensitive and confidential information.

Requirements

  • Bachelor's degree in planning or a related field (equivalent education and experience considered).
  • Registered Professional Planner (RPP) and Member of the Canadian Institute of Planners (MCIP) or equivalent designation. Eligibility for provincial membership upon hiring.
  • Five years of experience in related fields of planning, economics, or land development.
  • Valid Class 5 Saskatchewan Driver's License.
  • Thorough knowledge of urban and regional planning principles, standards, and practices, as well as rights holder and stakeholder engagement activities.
  • Familiarity with relevant legislation, municipal bylaws, and regulations, including the First Nation Land Management Act, Planning and Development Act, 2007, and others.
  • Understanding of the Truth and Reconciliation Commission Canada, Calls to Action, Missing and Murdered Indigenous Women and Girls, Calls to Justice, United Nations Declaration on the Rights of Indigenous Peoples, and the Saskatchewan Treaty Land Entitlement Framework Agreement would be beneficial.
  • Knowledge of Indigenous ways of knowing and the significance of the land.
  • Demonstrated ability to establish and maintain effective working relationships with Indigenous communities, the public, governments, industry professionals, employees, and across municipal administrations.
  • Ability to analyze data, resolve complex issues in a multi-disciplinary environment, and work effectively with minimal supervision.
  • Capacity to plan and conduct public meetings and facilitate working groups on various planning, land development, and social issues.
  • Effective communication skills, both written and verbal, with an understanding of an Indigenous language spoken in the Saskatoon area being an asset.
  • Ability to direct and coordinate work, provide technical advice, and offer guidance to staff and consultants.

Estimated Salary: $85,000 - $110,000 per year
