Strategic Operations Director for Indigenous Skills Development

Established in 1976, the Saskatchewan Indian Institute of Technologies (SIIT) is a First Nation-governed post-secondary institution recognized under provincial legislation. With authority to grant certificates and diplomas, SIIT welcomes over 2400 students into urban and community programs annually, serving over 6000 clients through its nine Career Centres across the province.

The Director of SITAG Operations plays a pivotal role in leading the Indigenous Skills & Employment Training Program within the Employment Development & Career Services department. This position provides strategic leadership and accountability for team performance, ensuring the highest quality of services and timely deliverables.

Key Responsibilities:

Leadership and Governance

  • Develop and maintain strong relationships with stakeholder groups, including federal, provincial, and First Nation governments, as well as industry partners.
  • Implement strategic decision-making approaches that prioritize community and client needs.
  • Provide senior leadership to the ISET Program operational team and oversee quality assurance/oversight functions.
  • Contribute to EDCS senior leadership circle, driving department-wide strategy and growth.
  • Maintain open communication with all facets of the SITAG team and network.

Financial Management and Compliance

  • Oversight of financial management, planning, systems, controls, and related processes for efficiency.
  • Annual financial and operational planning, in-year financial analysis, and audit support.
  • Management of agreements between SITAG and Tribal Councils, Independent First Nations, and training purchase & administrative agreements between SITAG and SIIT.
  • Development of financial reporting relationships among network entities.
  • Undertake financial analysis to inform internal decision-making and external stakeholder needs.
  • Oversee financial monitoring among the network.
  • Participate in guiding SITAG policy development initiatives.
  • Ensure compliance with applicable legislation, regulations, policies, and procedures.

Systems, Data, and Capacity Building

  • Responsible for SITAG's data system, Training Administration System (TAS), and evaluation of alternative data systems.
  • Implementation of quarterly data export for government reporting and production of information and data analysis.
  • Engagement with the network of Tribal Councils and Independent First Nations to determine system and data needs, as well as capacity building requirements.
  • Development and delivery of regional Labour Force Development capacity building activities as needed.

People Management and Leadership

  • Foster a positive, diverse, and inclusive work environment.
  • Hold employees accountable for outcomes and performance, addressing people management issues in a timely manner.
  • Provide leadership by delegating tasks, responding to staff inquiries, and providing overall direction.
  • Coordinate and balance staff workloads through effective allocation, cross-training, and prioritization.
  • Take a lead role in building and leading the department through employee selection, coaching, and development.

Based on the required skills and qualifications, we estimate the salary for this position to be around $110,000 - $140,000 per year, depending on experience and qualifications.
