Procurement Services Manager

Position Overview:

The Procurement Services Manager serves as the primary representative of Strategic Procurement for the Workplace Safety and Insurance Board (WSIB), collaborating with various business units to develop and implement annual and ongoing strategic sourcing plans. As a key member of the senior leadership team within assigned clusters, this role provides extensive support to senior management on a range of strategic, tactical, and operational procurement matters.

Key Responsibilities:

  1. Oversee and maintain a comprehensive view of procurement activities to formulate strategies that align with organizational goals, enhancing overall business value.
  2. Utilize expert knowledge to create innovative procurement solutions that comply with established policies, ensuring optimal outcomes for stakeholders.
  3. Act as a corporate liaison for assigned categories, delivering presentations and briefings to the executive team, and facilitating regular planning meetings.
  4. Implement ongoing education and support for business areas regarding procurement processes, policies, and new technologies.
  5. Establish effective communication channels within and across categories, identifying opportunities for improvement.
  6. Address inefficiencies and challenges in delivering effective procurement services.
  7. Develop operational guidelines and best practices for procurement through proactive problem-solving.
  8. Monitor resource plans to ensure adequate staffing for executing procurement strategies.
  9. Manage the development of Non-Competitive Business Cases as necessary, educating clients to minimize compliance risks.
  10. Stay informed on industry trends related to procurement and assigned categories to enhance service delivery.
  11. Collaborate with external agencies to identify synergies and enhance procurement strategies.
  12. Maintain detailed reports on active and planned procurements, including risks, status, and expenditures.
  13. Support the Director and Assistant Director in aligning procurement strategies with organizational objectives.

Client Relationship Management:

  1. Effectively manage relationships with category clients to ensure alignment with business needs.
  2. Serve as the primary contact for category business areas, fostering strategic partnerships.
  3. Develop strong working relationships with internal and external stakeholders to achieve optimal outcomes.
  4. Understand organizational objectives and contribute to ongoing procurement planning.
  5. Facilitate communication and collaboration to resolve issues and share information.
  6. Champion category partnerships to ensure procurement plans meet business objectives.

Team Leadership:

  1. Lead and manage a team, providing guidance and monitoring performance to ensure successful execution of procurement plans.
  2. Conduct hiring and termination processes as needed.
  3. Allocate work and establish performance objectives for team members.
  4. Encourage professional development and collaboration within the team.
  5. Ensure adherence to policies and procedures in procurement decision-making.

Continuous Improvement:

  1. Establish metrics for evaluating procurement effectiveness and performance.
  2. Review existing processes for efficiency and develop strategies for improvement.
  3. Promote innovative procurement solutions that enhance service delivery and mitigate risks.
  4. Foster a culture of diversity and inclusion within the procurement team.

Qualifications:

  1. University degree in a related field or equivalent experience.
  2. Knowledge of procurement and supply chain management principles.
  3. Experience in strategic sourcing and supplier management.
  4. Understanding of public sector procurement processes and regulations.
