Procurement Services Manager

Position Overview:

The Procurement Services Manager serves as the primary representative of Strategic Procurement at WSIB, collaborating with various business units to align on annual and ongoing strategic sourcing initiatives. This role is integral to the senior leadership team within designated clusters, acting as the procurement liaison and offering extensive support to senior management on a range of strategic, tactical, and operational procurement matters.

The Manager is responsible for leading the strategy and execution of a defined set of procurement categories, ensuring that services are consolidated and enhanced across the organization. This includes developing and proposing strategies for effective sourcing, while providing strategic advice and consultation to stakeholders at all levels, including executive leadership. The Procurement Services Manager guarantees that business units achieve optimal benefits and value for their investments.

Key Responsibilities:

  1. Oversee the planning of procurement activities to formulate strategies that align with organizational objectives, enhancing overall business value.
  2. Utilize expertise to create innovative procurement solutions that comply with established policies, ensuring the best outcomes for clients.
  3. Act as a corporate liaison for assigned categories, delivering presentations to the executive team and facilitating regular planning meetings.
  4. Implement and provide ongoing training and support for business areas regarding procurement processes, policies, and new technologies.
  5. Establish effective communication channels across categories to identify and address inefficiencies in procurement services.
  6. Develop operational guidelines and best practices for procurement, proactively addressing challenges and risks.
  7. Manage resource planning to ensure adequate staffing for the execution of procurement strategies.
  8. Conduct Non-Competitive Business Case development as necessary, educating clients to minimize compliance risks.
  9. Stay informed about industry trends and best practices in procurement to enhance service delivery.
  10. Collaborate with external entities to identify synergies and improve procurement strategies.

Client Relationship Management:

  1. Manage annual plans and relationships with category clients to ensure alignment with business needs.
  2. Serve as the primary contact for category business areas, fostering strategic partnerships.
  3. Develop and maintain excellent customer service and relationships with internal and external stakeholders.
  4. Understand organizational objectives and participate in ongoing procurement planning.
  5. Facilitate effective communication with stakeholders to resolve issues and share relevant information.

Team Leadership:

  1. Lead and manage a team, providing guidance and monitoring performance to ensure optimal client service.
  2. Conduct hiring and termination processes as needed.
  3. Allocate work and set performance objectives for team members.
  4. Encourage collaboration and professional development within the team.

Market Intelligence and Vendor Management:

  1. Research the supply market to understand potential suppliers and industry trends.
  2. Ensure that market intelligence and vendor performance metrics provide valuable insights.
  3. Develop strategies for vendor management throughout the procurement lifecycle.

Continuous Improvement:

  1. Establish metrics for risk management and quality assurance in procurement.
  2. Review existing processes for effectiveness and develop improvement strategies.
  3. Promote innovative procurement solutions that enhance service delivery and mitigate risks.

Qualifications:

  1. University degree in a related field or equivalent experience.
  2. Strong knowledge of procurement and supply chain management.
  3. Experience in strategic sourcing and supplier management, particularly in public sector procurement.
