Overseeing and enhancing our provincial infrastructure and public works is a significant responsibility.

The Building Infrastructure Division at the Department of Public Works is tasked with the design, construction, and renovation of government facilities, as well as delivering project services for various government departments, health authorities, educational institutions, and crown corporations.

We manage the operation and maintenance of over 2,000 structures, industrial parks, water utilities, and millions of square feet of government-owned or leased properties.

Additionally, we handle Crown land transactions and the Province's inventory of furniture and equipment.

The Building Infrastructure Division is actively seeking a Director of Building Infrastructure Design and Construction to advance essential government initiatives.

This role reports directly to the Executive Director of Building Infrastructure Design and Construction.

The incumbent will lead the provision of strategic resources and the necessary professional and technical expertise for the planning, design, engineering, and management required for the execution of provincially funded building infrastructure projects.

The Director is primarily accountable for establishing and implementing several key government initiatives, which include building design standards, procurement process documentation for design and construction services, apprenticeship programs, and ensuring building accessibility.

Key responsibilities involve managing a diverse range of projects concurrently to meet established standards, timelines, and budgets, while leading a multi-disciplinary team of architectural and engineering professionals.

Moreover, the Director is tasked with developing and nurturing strong working relationships with key stakeholders across government organizations, health authorities, educational institutions, crown corporations, and professional associations, all while supporting operational needs and program objectives with a long-term vision for project success.

The Director will regularly communicate with industry organizations, contractors, and consultants regarding matters related to building design, construction, and procurement.

As a member of the department's senior management team, the Director contributes to government objectives and collaborates with other senior government representatives and elected officials.

A minimum of 10 years of experience managing multi-disciplinary project delivery teams in the design and construction of complex infrastructure projects is required, along with several years of progressive management experience overseeing the work of staff, including architects and engineers, in delivering building projects.

Experience in developing and implementing procurement document templates for building projects is essential, as is experience managing a capital program with multiple concurrent projects.

Demonstrated success in leading strategic initiatives within the public sector and effectively navigating a large, diverse public sector organization, while managing multiple stakeholder interests and priorities, is a significant asset.

LEED Accreditation and a Master's Certificate in Project Management are also considered valuable assets. LEADS Domains include Leads Self, Engage Others, Achieve Results, Develop Coalitions, and Systems Transformation.

We will evaluate the qualifications and competencies using various assessment tools, including written examinations, standardized tests, oral presentations, interviews, and reference checks.

Depending on employment status and union agreements, the Government of Nova Scotia provides a comprehensive benefits package, including a Defined Benefit Pension Plan, Health, Dental, Life Insurance, General Illness, Short and Long-Term Disability, Vacation, and Employee and Family Assistance Programs.

Occasional overtime may be required.

The majority of work is conducted in a comfortable office environment, with moderate travel expected within and outside the Province.

There is a need to meet deadlines while managing a diverse array of projects that require ongoing planning and revision. Candidates must be adept at handling stressful and complex situations while balancing various issues and considerations. Work is often subject to extensive scrutiny and feedback from the public and the diverse communities served.

Career Development opportunities are available, providing access to guidance, tools, resources, and ongoing training for every stage of your career.

We are committed to forward-thinking policies and strategies.
