Halifax, Nova Scotia, Canada Government of Nova Scotia Full time

About Us

The Department of Finance and Treasury Board is dedicated to delivering financial leadership, strategic analysis, and policies that enhance the province of Nova Scotia. As custodians of the province's financial matters, we provide a comprehensive array of corporate fiscal and management services, including the formulation of the provincial budget, while ensuring that government initiatives are aligned and financially prudent.

We are continuously seeking innovative approaches to planning, managing, budgeting, and investing.

About Our Opportunity

In the role of Manager, Financial Advisory Services, you will offer insightful and timely financial guidance to the Department of Communities, Culture, Tourism and Heritage.

Your responsibilities will encompass: overseeing the intricacies of client departments' expenditure, revenue, and capital budgets; ensuring precise reporting of departmental expenditures and monthly forecasts; preparing year-end financial audit documentation for client departments as part of the government's financial reporting; providing expert advice and financial analysis on complex matters; assessing and enhancing financial processes with an emphasis on internal controls and risk management; and leading, coaching, and mentoring budget and financial personnel in performance management, training, and development.

You will cultivate and sustain effective working relationships with senior management in client departments, departmental managers responsible for financial reporting, and representatives from Finance and Treasury Board and the Office of the Auditor General.

As the Manager, Financial Advisory Services, you will report directly to the Director of Financial Advisory Services.

Qualifications and Experience

This position may be suitable for you if you possess a bachelor's degree in business administration or commerce, along with a professional accounting designation (CPA, CA, CMA, CGA), in addition to several years of progressive experience in financial management and supervision. An acceptable equivalent combination of education and experience may also be considered.

The ideal candidate will have substantial experience in budget development and forecasting, coupled with effective leadership skills and a background in developing and mentoring staff members. You will demonstrate strong client service abilities and the capacity to provide timely and accurate financial advice to all organizational levels, including non-financial program staff and stakeholders. You will have a proven ability to collaborate effectively in a complex operational environment while managing multiple projects, priorities, and deadlines. Exceptional organizational, interpersonal, and communication skills, along with sound judgment, are essential. You should also be self-motivated, detail-oriented, and proficient in the Microsoft suite of services, particularly Excel.

While not mandatory, proficiency with the corporate financial management system (SAP) and the Salary Analysis System (SAS) will be considered an asset.

The Government of Nova Scotia has embraced the LEADS Leadership Framework. During the selection process, candidates will be expected to articulate how they have exemplified the key behaviors and capabilities necessary for effective leadership in a supportive and inclusive environment. The LEADS Domains include Leads Self, Engage Others, Achieve Results, Develop Coalitions, and Systems Transformation.

Equivalency

This is an outstanding career opportunity for many, and we do take into account an equivalent combination of training, education, and experience. Applicants relying on educational and experiential equivalencies must clearly demonstrate such equivalencies in their application.
