About Us

The Department of Finance and Treasury Board is dedicated to delivering financial leadership, analysis, and policies that enhance the fiscal health of Nova Scotia. As custodians of the province's financial matters, we provide a comprehensive range of corporate fiscal and management services, including the formulation of the provincial budget, while ensuring that government initiatives are aligned and financially sound.

We are committed to continuously seeking innovative methods to plan, manage, budget, and invest effectively.

About Our Opportunity

In the role of Manager, Financial Advisory Services, you will offer timely and prudent financial guidance to the Department of Communities, Culture, Tourism and Heritage.

Your responsibilities will encompass: overseeing the intricate expenditure, revenue, and capital budgets of client departments; ensuring precise reporting of departmental expenditures and monthly forecasts; preparing year-end financial audit documentation for client departments as part of the government's financial reporting; providing insights and financial analysis on complex matters; assessing and enhancing financial processes with an emphasis on internal controls and risk management; and leading, coaching, and mentoring budget and financial personnel regarding performance management, training, and development.

You will cultivate and sustain effective working relationships with senior management in client departments, departmental managers responsible for financial reporting, and representatives from Finance and Treasury Board and the Office of the Auditor General.

As the Manager, Financial Advisory Services, you will report directly to the Director of Financial Advisory Services.

Qualifications and Experience

This position may be suitable for you if you possess a bachelor's degree in business administration or commerce, along with a professional accounting designation (CPA, CA, CMA, CGA), in addition to several years of progressive experience in financial management and supervision. An acceptable equivalent combination of education and experience may also be considered.

The ideal candidate will have substantial experience in budget formulation and forecasting, coupled with effective leadership abilities and experience in developing and mentoring team members. You will demonstrate strong client service skills, providing timely and accurate financial advice across all organizational levels, including non-financial program staff and stakeholders. A proven ability to collaborate in a complex operational environment while managing multiple projects, priorities, and deadlines is essential. Excellent organizational, interpersonal, and communication skills, along with sound judgment, are crucial. Additionally, you should be self-motivated, detail-oriented, and proficient in the Microsoft suite of services, particularly Excel.

While not mandatory, proficiency in the corporate financial management system (SAP) and the Salary Analysis System (SAS) is considered an asset.
