Your Role

As a Human Resources Business Partner (HRBP), you will be instrumental in advancing the strategic human resources agenda within the City of Cornwall. Your primary responsibility will be to cultivate strong, trustworthy relationships with leadership, staff, and union representatives, promoting a culture of collaboration, support, and high performance.

Reporting to the Manager of Employee Relations, you will serve as a consultant and advisor, ensuring that HR initiatives are aligned with departmental goals and deliver exceptional service. By comprehending the distinct needs and challenges of your client groups, you will offer customized HR solutions that enhance employee engagement, development, and overall organizational effectiveness.

Department Overview

The Human Resources department is responsible for recruiting, training, developing, and motivating City employees. Our team administers employee benefits, provides labor relations support, ensures fair treatment of employees, and upholds health and safety regulations.

Key Responsibilities

Strategic Partnership:

  1. Engage with senior management to understand their objectives and challenges.
  2. Design and implement HR strategies that align with organizational goals.
  3. Offer strategic advice on HR issues, including workforce planning and talent management.

Collaboration with HR Team:

  1. Work alongside HR team members to ensure the delivery of specialized HR services.
  2. Utilize team expertise to create and implement programs tailored to client needs.
  3. Coordinate with the team to ensure consistent application of HR policies and collective agreements.

Talent Acquisition and Management:

  1. Assist in recruitment and onboarding processes to attract top talent.
  2. Facilitate performance management, providing coaching and feedback to staff and managers.

Employee Relations in a Unionized Setting:

  1. Act as the primary contact for employee relations within a unionized workforce.
  2. Conduct impartial investigations into employee complaints and workplace issues.
  3. Support management with grievance processes in accordance with collective agreements.
  4. Build and maintain effective relationships with union representatives.
  5. Guide managers on employee relations issues and union interactions.

Change Management:

  1. Lead change management initiatives to ensure smooth transitions.
  2. Develop communication strategies and training programs to support organizational changes.

Compliance and Risk Management:

  1. Ensure adherence to labor laws and organizational policies.
  2. Conduct audits to identify and mitigate HR risks.
  3. Support the development and implementation of HR policies that comply with legal standards.

Qualifications

  1. Post-secondary degree in Human Resources, Business Administration, or a related field; HR certification preferred.
  2. Minimum of five years of HR experience, with at least three years in a similar HRBP role within a unionized environment.
  3. Strong knowledge of HR principles, practices, and employment laws.
  4. Proven experience in employee relations, including grievance handling.
  5. Ability to work independently and collaboratively within a team.
  6. Strong interpersonal and communication skills.
  7. Experience in promoting Diversity, Equity, and Inclusion (DEI) principles.
  8. Proficiency in Microsoft Office Suite.

Desired Skills

  1. Bilingualism (English and French) is an asset.
  2. Certification in workplace investigations is a plus.
