Job Summary

The Salvation Army is seeking a highly skilled and experienced Housing Services Manager to oversee all aspects of our Housing programs. This is a challenging and rewarding role that requires strong leadership and management skills, as well as a deep understanding of social services and community-based programming.

Key Responsibilities
  • Program Development and Implementation
    • Develop, administer, and direct The Salvation Army's housing programs, providing services to men aged 19 and up.
    • Assist in developing appropriate services for clients of The Salvation Army Halifax Centre of Hope.
    • Ensure that information available to staff and clients regarding community resources is up-to-date and accurate.
  • Staff Supervision and Management
    • Supervise and manage a team of staff, including Intensive Case Managers, Housing Support Workers, and Rapid Rehousing Coordinators.
    • Provide regular supervision, coaching, and performance evaluations to staff.
    • Ensure that staff are following appropriate policies and procedures with respect to clients requiring medical attention and/or medication.
  • Financial and Materials Management
    • Manage the budget for housing programs, ensuring that expenses are authorized in accordance with policy, budget, and funder guidelines.
    • Prepare payroll for direct reports and monitor department payroll expenditures.
    • Collaborate on the development of new policies and procedures pertaining to the management of financial resources.
  • Health and Safety
    • Ensure the safety of staff, volunteers, and clients, including clear fire exits, no obstacles inside or outside the office, and clean spillage.
    • Manage health and safety issues, including WSIB claims and other health and safety matters.
    • Implement appropriate safety procedures as necessary.
  • Governance and Compliance
    • Ensure compliance with health and safety legislation, provide advice, make recommendations, and improvements, and assist with the development of company policies and guidelines.
    • Participate in Halifax Centre of Hope's annual budget preparation and ensure that residential programs operate within approved budget.
Requirements
  • Education and Qualifications
    • Completion of a University Degree in Human or Social Services.
    • A Social Work Degree is preferred.
  • Experience and Skills
    • Minimum of three years of prior related experience, including experience in supervision, leadership, and social services.
    • Experience working with a diverse population, including mental health and addictions.
    • Knowledge of community-based resources and experience networking with government and social service agencies.
  • Preferred Skills and Abilities
    • Ability to maintain information in confidence and exercise good judgment.
    • Able to work independently and participate as an active and responsible team member.
    • Participate in mandatory orientation training, on-going professional development, and training.
    • Represent the organization in a professional and engaging manner.
