Established in 2002, the NWMO has been supported by a committed team of exceptional scientists, engineers, and Indigenous Knowledge Holders who are crafting innovative and collaborative strategies for nuclear waste management. The implementation of Canada's plan will only occur in regions with informed and willing hosts, where municipalities, First Nations, Métis communities, and other local stakeholders are cooperating to advance this initiative.

Position: Engineer/Scientist/Technical Officer – Used Fuel Packaging Plant

Employment Type: Fulltime – One (1) Position Available

Location: Toronto Head Office

Role Overview:

Under the supervision of the Manager of the Used Fuel Packaging Plant, and in collaboration with a diverse technical team, the successful candidate will offer expert advice, guidance, and consultation in the domain of used nuclear fuel management and radioactive waste handling.

The selected individual will engage with a skilled team focused on the design, development, and cost estimation of the Used Fuel Packaging Plant (UFPP), a Class 1B Nuclear Facility, responsible for repackaging a significant volume of CANDU fuel bundles annually into specialized containment systems, known as the Engineered Barrier System, for storage in a Deep Geological Repository (DGR). The Engineered Barrier comprises a bimetallic copper-steel Used Fuel Container encased in a compacted bentonite clay shell. The responsibilities encompass the entire facility life-cycle: site preparation, construction, operation, decommissioning, and closure. This facility must address various challenges related to used fuel handling, including but not limited to: waste acceptance criteria; equipment design and operation in radiological environments; logistics of manufacturing and packaging; operational and human factors; radiation protection; safeguards; security; emergency management; and management of solid and liquid radioactive waste.

This role is categorized as a Progression-In Place opportunity. Candidates with varying levels of experience or qualifications may be considered for a position at a lower level that aligns with their background.

Key Responsibilities:

  • Establish requirements for processes and systems to transfer used CANDU fuel from transportation packages into Used Fuel Containers.
  • Design and demonstrate automated assembly processes as necessary for the handling and assembly of radioactive materials.
  • Collaborate with architectural/design teams to develop specifications and equipment designs for facilities involved in used fuel packaging.
  • Work in partnership with stakeholders from Engineering, Geoscience, Nuclear Safety, and Design Authority to enhance the UFPP design, focusing on functional and performance requirements, risk mitigation, and cost efficiency.
  • Assist in regulatory applications by providing essential data and reports. Represent the Engineering Team in regulatory discussions for technical matters.
  • Lead projects and contracts, participating in the development and issuance of contracting documents and evaluating contractor proposals. Review work plans and technical reports, monitoring contractor performance against established schedules.
  • Manage and support the preparation and administration of budgets for assigned projects and contracts, including financial activities such as accruals and forecasting.
  • Communicate effectively with the Manager and external groups regarding design and project advancements, providing updates to stakeholders, including regulatory agencies.
  • Ensure all work activities comply with applicable regulatory requirements, adhere to industry standards, and meet NWMO's quality and safety protocols.
  • Contribute to Life Cycle Cost estimates for the Used Fuel Packaging Plant.
  • Stay informed about advancements in radioactive waste management technologies through technical literature and professional interactions.
  • Present findings to technical groups, government authorities, and national waste management organizations.
  • Engage in NWMO public outreach activities as necessary.
  • Perform additional duties as required.

Minimum Qualifications:

  • A 4-year university degree in a relevant engineering discipline or equivalent experience.
  • A minimum of 6 years of relevant technical expertise.
  • Familiarity with Canadian nuclear technology and CANDU fuel characteristics.
  • Proven experience in contract management, including proposal creation and evaluation.
  • Demonstrated project management experience, particularly in used fuel handling, including planning, resource allocation, scheduling, and problem-solving.

Preferred Experience:

  • Experience in system and equipment design, fabrication, testing, and operations in radiological environments.
  • Experience in the design, fabrication, inspection, commissioning, and engineering change management for nuclear equipment.
  • Experience supporting the construction, operation, or decommissioning of nuclear facilities, particularly in fuel handling.
  • Experience with Class I/IB Nuclear Facility Design Basis and related safety/design documentation.
  • Knowledge of Canadian nuclear and international regulatory requirements for Class I/IB Nuclear facilities.
  • Understanding of radiation protection, security, safeguards, and emergency response as they relate to Class I/IB nuclear facility operations.
  • Familiarity with CSA N286, CSA N299, and ISO 9001 standards.

Eligibility to work in Canada and the ability to meet security clearance requirements are essential.
